摘要

当前我国公共工程项目的绩效评价体系尚存在一定问题,对此本文综合考虑公共工程项目的特点,基于可持续视角,从经济、社会、环境、质量与管理等四个方面,构建了一套完备公共工程项目绩效评价指标体系。同时,为科学合理地对公共工程项目进行绩效评价,本文借助AHP和FCE两种方法,构建了公共工程项目绩效评价模型。其中,AHP方法主要用以确定公共工程项目绩效评价指标的权重,FCE方法主要用以确定公共工程项目的绩效水平。
        At present, there are still some problems in the investment construction and management mechanism of public engineering projects in China. Considering the characteristics of public engineering projects, this paper constructs a complete performance evaluation index system of public engineering projects from the perspectives of economy, society, environment, quality and management. At the same time, in order to evaluate the performance of public engineering projects scientifically and reasonably, this paper constructs the performance evaluation model of public engineering projects by means of AHP and FCE. Among them, the AHP method is mainly used to determine the weight of performance evaluation index of public engineering projects, and the FCE method is mainly used to determine the performance level of public engineering projects.
