2017年北京市石景山区公共卫生“双随机”监督效率分析

摘要
目的通过对北京市石景山区公共卫生"双随机"监督数据进行效率分析,为进一步完善卫生计生监督"双随机"监管机制提供建议。方法选取2017年北京市石景山区公共场所卫生、生活饮用水卫生及学校卫生的"双随机"监督数据与日常监督数据进行效率对比分析。结果 2017年北京市石景山区日常监督的总户次、频次均高于"双随机"监督数据,公共卫生"双随机"监管数据的不合格率高于日常监督数据。结论公共卫生"双随机"的监督效率高于日常监督效率,应进一步完善"双随机"监管机制的体制建设,逐步取代常规监督模式,在提高监督效率的同时更好的体现监督的公平、公正、公开原则。
Objective By analyze the efficiency of public health double random surveillance data in Shijingshan District, to provide suggestions for further improving the double random supervision mechanism of health supervision. Methods The public health double random surveillance data of public places health, drinking water health and school health in Shijingshan District in 2017 were selected and compared with the data of daily supervision. Results The total supervisory unit and frequency of daily supervision in 2017 were higher than those of double random, and the unqualified rate of public health double random surveillance was higher than that of daily supervision. Conclusion The efficiency of public health double random surveillance was higher than that of daily supervision. The system construction of double random should be further improved,and the conventional supervision mode should be replaced step by step,to improve the efficiency and better reflect the fairness, justice and openness of supervision at the same time.
