“微模式”在城建档案工作中的应用策略研究

摘要
"微模式"是在数字技术及移动WEB2.0生态条件下,基于即时通讯、社交媒体、智能终端及移动APP所开发的城建档案工作平台。"微模式"是档案工作"主模式"的补充,它虽然只能处理部分档案业务,但通过在移动智能终端的集成,更加注重客户体验及交互性,扩展了档案工作的时空边界。"微模式"包含城建档案微信公众号、城建档案APP、城建微视频3种类型。随着城市建设的发展,城建档案工作存在归档和查询难度大、档案形成周期长和跟踪难、档案制度不健全和监管难度大、档案涉及专业性强、档案资料在外业务量大、兼职档案人员业务能力弱、档案开发利用不足等问题。运用"微模式",有助于推进城建档案信息化、丰富档案工作模式、创建档案业务处置方式、培育档案意识、提升信息开发和交互能力。推进"微模式"在城建档案工作中的应用,一是注重用户体验,实现人性化、自动化的开放原则;二是以移动需求为导向,与"主模式"互相补充;三是强化档案意识培育和文化宣传;四是突出信息利用与适时信息交互功能;五是坚持前瞻性、渐进性、特色化的开发原则;六是体现跟踪、执法和信息交互的实时需要;七是加强安全管控,确保信息安全。
"Micro-mode" is an urban construction archiving platform developed based on instant messaging,social media, intelligent terminals and mobile APP under the digital technology and mobile WEB2.0 ecological conditions. "Micro-mode" is a supplement to the "main mode" of archival work. Although it can be used to only handle part of the archival business, it focuses more on customer experience and interactivity under the integration of mobile intelligent terminals, which expands the space-time boundaries of the archiving. The "micro mode" includes three types of urban construction archiving ways, which are respectively the WeChat public number, urban construction archive APP, and urban construction micro video. With the development of urban construction, the urban construction archiving has become more and more difficult to deal with or query,and it takes even longer time to form the archives and becomes hard to track. Besides, problems like incomplete archiving system and supervision difficulty, profession and massive archives, weak capability of part-time archiving staff, and insufficient archive development and utilization still affect the development of this field. By using the "micro-mode", it can help promote the informationization of urban construction archiving, enrich the archiving modes, create archives business disposal methods, foster archives awareness, and enhance information development and interaction capabilities. In order to promote the application of "micro-mode" in urban construction archives, the first is to focus on user experience and realize the open principle of humanization and automation; the second is mutually complement to "main mode"by taking mobile demand as the basis; the third is to strengthen cultural propaganda; the fourth is to highlight the use of information and timely information interaction; the fifth is to adhere to forward-looking, gradual, and distinctive development principles; the sixth is to reflect the real-time needs of tracking, law enforcement and information interaction;and the seventh is to strengthen security control and ensure information security.
