深圳市部分参与艾滋病防治社会组织现状调查

摘要
目的了解深圳市部分参与艾滋病防治工作社会组织现状及存在问题,为政府各级职能机构向社会组织购买艾滋病防治服务提供数据参考。方法通过问卷调查对参加2016—2018年度国家基金项目深圳市部分参与艾滋病防治工作社会组织进行一对一访谈方法进行定性调查,同时通过国家基金项目系统下载社会组织指标数据,结合疾病预防控制(CDC)工作指标数据对各组织工作指标完成情况进行分析。结果 14家参与国家基金项目的社会组织作为调查对象,共收集13家社会组织反馈问卷,问卷调查完成率92.85%,深圳参与艾滋病防治社会组织成立时间为3～13年,中位数为8年,民政注册登记率84.62%,92.31%组织服务范围局限于深圳。社会组织活动主要覆盖HIV感染者关怀和高危人群干预领域,其中69.23%组织开展HIV感染者关怀,61.54%组织开展MSM和FSW高危人群干预,2016—2018年社会组织每年均获得活动经费160万元以上,平均每个组织获得12.67万元。组织反映存在困难前三位分别为经费不足(100.00%),人力资源流动性大及能力不足(69.23%)和存在因执法部门对高危人群场所关停影响干预活动的政策风险(38.46%)等。结论深圳目前拥有一批经验丰富在民政注册登记专门开展艾滋病防治活动的社会组织,深圳各级职能部门可以尝试加大资助力度,通过政府购买服务方式购买艾滋病防治服务。
Objective To understand the present situation and existing problems of some social organizations involved in AIDS prevention and treatment in Shenzhen.To provide data reference for the government to purchase services from social organizations. Methods Qualitative survey was conducted through questionnaire survey and interview method for social organizations from 2016 to 2018.Quantitative analysis was conducted through collection data from the project management information system of China social organizations fund. Results Fourteen social organizations participating in the national fund project were taken as survey objects, and a total of 13 social organizations feedback questionnaires were collected. The completion rate of the questionnaire survey was 92.85%. The establishment period of social organizations involved in AIDS prevention and treatment in Shenzhen was 3 to 13 years, with a median of 8 years. The civil affairs registration rate was84.62%, 92.31% of organizational services was limited to Shenzhen.The social organizations activities coveredcare for people living with HIV/AIDS(69.23%) and HIV high-risk population intervention(61.54%).Social organizations received more than 1.6 million Yuan in funding every year from 2016 to 2018,each organization received an average of 126 700 Yuan. The social organizations reported difficulties such as insufficient funds(100.00%), high mobility of human resources, insufficient capacity(69.23%), and the policy risks that may affect intervention activities due to the closure of places for high-risk groups by law enforcement departments(38.46%). Conclusion Shenzhen has a group of experienced social organizations that are registered for the prevention and treatment of AIDS.Shenzhen can try to increase social organizations to prevent AIDS service funding.
