湖南省城乡义务教育教师队伍一体化改革现状、问题与出路

摘要
教师队伍建设是教育事业发展的基石。要实现城乡义务教育一体化,关键在加强城乡教师队伍一体化建设。通过对2017年湖南省义务教育教师队伍的年龄、学历、学科结构的城乡对比分析,将城乡义务教育教师队伍一体化改革困境聚焦在现有农村教师补充机制、农村教师岗位吸引力、城乡教师编制管理、现行人事制度、教师退出机制、化解大班额和新高考改革等问题上,并提出实施农村教师全面薪酬制度、建立科学预测师资需求的长效机制、调整公费师范生和特岗计划政策等对策建议。
The construction of teachers is the cornerstone of the development of education. To realize the integration of urban and rural compulsory education, the key is to strengthen the integration of urban and rural teachers. Through the comparative analysis of the urban and rural areas of the age, education and disciplinary structure of the compulsory education teachers in Hunan Province in 2017, Focusing on the reform of the integration of urban and rural compulsory education teachers, focusing on the existing rural teacher recruitment mechanism, the attractiveness of rural teachers, the management of urban and rural teachers, the current personnel system, the teacher withdrawal mechanism, the resolution of large classes and the reform of the new college entrance examination, etc. It also proposes countermeasures such as implementing a comprehensive salary system for rural teachers, establishing a long-term mechanism for scientifically predicting the needs of teachers, and adjusting policies for public teachers and special programs.
