科技金融与区域创新系统协同发展机理——基于空间计量模型的实证分析

摘要
分析区域创新系统演化要素和科技金融发展现状。以我国29个省份作为研究样本并分为东北、东南、西北、中部和南部5个区域,建立科技金融和科技创新复合系统协同度评价指标体系,利用协同度模型计算区域复合系统的有序度和协同度,结果显示:东南协同状况最好,其次是中部和南部,东北和西北呈非协同状态,发展水平最低。进而建立复合系统协同度影响因素指标体系,利用空间计量模型、引入空间因素探究各因素对区域复合系统协同的影响,结果表明:科技创新支持、资本市场回报、财政科技支出强度和高新市场竞争力对区域复合系统协同度有正反馈效应,而开放程度的影响不显著。最后提出促进区域科技金融和科技创新协同发展的对策建议。
        This paper analyzes the evolutional elements of regional innovation system and the present situation of the development of science and technology finance, taking 29 provinces of China as research samples, which are divided into five regions: northeast, southeast, northwest, central and southern regions. The evaluation index system of coordination degree of science and technology finance and science and technology innovation compound system is established, and the order degree and coordination degree of regional composite system are calculated by using synergy degree model. The results show that the coordination status of southeast region is the best, followed by the middle and south regions, the northeast and northwest regions are in a non-cooperative state with the lowest level of development.Then we set up the index system of factors influencing the cooperation degree of compound system of science and technology finance and science and technology innovation, using the spatial measurement model, introducing the spatial factors to explore the influence of each factor on the coordination of regional compound system. The result shows that the support of scientific and technological innovation is: the return of capital market, the intensity of fiscal science and technology expenditure and the competitiveness of high-tech market have a positive feedback effect on the synergy degree of regional composite system, but the influence of openness is not significant. Finally, some suggestions are put forward to promote the coordinated development of regional science and technology finance and science and technology innovation.
