奥运会“New Norm”解析与北京冬奥会筹办策略

摘要
韩国平昌冬奥会期间,国际奥委会出台《奥林匹克2020议程:奥运会新规范》。该规范侧重于奥运申办、奥运遗产、从筹备到交付3个方面,其改革特征主要体现为:降低各方面的成本;简化赛事的复杂性;增加组织间沟通;引入专业第三方合作机构。在"新规范"指导下提出北京冬奥会筹办策略:明确利益相关者责任,强化协同治理;持续推进成本控制,降低奥运开支;继续执行冬奥会遗产计划,提高冬季项目认知度;降霾、保山、控水、节能,推进冬奥会绿色发展。
During the winter Olympic Games in pyeongchang,South Korea,the International Olympic Committee(IOC) issued the "Olympic Agenda 2020 Olympic Games:the New Norm" for sustainable development.The "New Norm" focuses on the Olympic bid,the Olympic heritage and the preparation to delivery,which has an important impact on the preparation of the Beijing winter Olympic Games.The reform characteristics of the New Norm are mainly reflected in the following aspects:reducing costs in all aspects;simplifying the complexity of the games;increasing the interaction between organizations;and introducing professional third party organizations.The strategy of preparation for the Beijing Winter Olympic Games are suggested as follows:to clarify the responsibilities of stakeholders and strengthen collaborative governance;to continue to push forward cost control and reduce Olympic expenses;to continue to implement the legacy plan of the winter Olympics and raise awareness of winter sports;and to promote the green development of the winter Olympics by reducing haze,protecting mountains,controlling water and saving energy.
