水生态补偿横向转移支付的境内外实践与中国发展路径研究

摘要

我国的流域水生态补偿有着急迫的现实需求,但在现有纵向财政转移支付难以负担的困境下,有必要大力推动横向转移支付制度。文章针对目前我国横向转移支付亟待解决的问题,通过对比境内外横向转移支付的发展历程,探索出均衡各方利益、丰富转移方式、构建执行机构以及完善相关法律法规等发展路径,从而确保流域水生态补偿横向转移支付长效运行,促进流域内的生态保护和利益共享,最终实现共同发展。
        There is urgent need for ecological compensation of river basin in China,and it is necessary to vigorously promote the system of horizontal transfer payment under the difficult predicament of current vertical financial transfer payment.Aiming at the problems of horizontal transfer payment need to be addressed in our country,by comparing the domestic and overseas development of horizontal transfer payment,exploring the development path such as balance the interests of all parties,rich transfer modes,building the execution mechanism and perfecting the relevant laws and regulations,thus ensuring long-term run of horizontal transfer payment of river basin water ecological compensation,promoting ecological protection and benefits sharing in the basin.Finally,common development will be achieved.

    (1)德国实施的是纵横交错的转移支付制度,由纵向的联邦拨款以及横向的州际财政转移支付两部分组成。在实际操作中,又可以具体细分为销售税的预先均衡性收入、州际间横向转移支付以及联邦补充拨款3个步骤。
    (1)该激励机制规定:在计算财政能力时,富裕州的税收收入增加额如果超过平均数,可以将超过部分扣减12%,不作为财政能力指数计算的基数。
