摘要

近年来,地方政府的专项债券得到了迅速发展,逐渐变成了政府补充融资的重要手段。基于此,论文分析了政府专项债券的特征、功能以及融资能力提升的策略,力求通过此次分析研究进一步推动我国地方政府专项债券持续健康发展。
        In recent years, the special bonds of local governments have developed rapidly, and have gradually become an important means of government supplementary financing. Based on this, the paper analyzes the characteristics, functions and financing strategies of government special bonds. Through this analysis, we strive to further promote the sustained and healthy development of local government special bonds in China.
