简析环保规划主要内容及重点关注问题——以吉林省环保规划为例

摘要
随着生态文明建设进程加快,环境保护规划法律地位不断提升,环保规划体系不断完善,环境规划重点内容不断完善。以吉林省环境保护"十三五"规划和重点流域规划为例,从现状和形势分析、目标指标、重点任务、保障措施、工程项目等5个方面介绍了规划编制的重点内容,提出了找准主要环境问题,分析目标指标制定的合理性和可达性,判断任务措施制定的针对性,落实规划的时效性等4个方面重点关注的问题,为环境规划的技术编制和管理者提供技术参考。
With the acceleration of the process of ecological civilization construction,the legal status of environmental protection planning is promoting,the environmental protection planning system has been continuously improved,and the key content of environmental planning has been continuously improved. Taking the "13 th Five-Year Plan " and key river basin planning for environmental protection in Jilin Province as an example,the study introduces the key contents of planning and preparation from five aspects: status quo and situation analysis,target indicators,key tasks,safeguard measures and engineering projects. The study puts forward the problem of identifying the main environmental problems,analyzing the rationality and accessibility of the target indicators,judging the pertinence of the task measures,and implementing the timeliness of the planning,focusing on the four aspects of the planning,and the technical preparation and management of the environmental planning.A technical reference is provided.
