内河溢油应急处理能力研究

摘要
随着中国航运的发展及输油管道的增多,内河溢油风险也越来越大。而内河环境复杂,溢油应急处理难度较大,且海洋应急方法不适用。在参阅国内相关研究的基础上,总结了国内溢油围控、溢油回收、溢油监测等内河溢油应急处理技术的现状,并提出了中国应急工作中存在的一些问题。
        With the development of inland river navigation and oil pipeline transportation industry, the risk of oil spill is increasing. Due to the complexity of the inland river environment, it's difficult to carry out the oil spill emergency processing work, and the marine emergency method is not applicable for inland river. Referring to the relevant domestic research, This article summarizing techniques of oil spill emergency processing, including oil spill containment, oil spill recovery and oil spill monitoring, and it further analyzing the shortage and problems in present oil spill emergency work in China.
