乡村振兴背景下苏南乡村生态营建规划策略

摘要
生态宜居是乡村振兴的五大目标之一,也是实现乡村振兴战略的基础和关键,而生态营建则是实现乡村生态宜居、振兴发展的有效途径与重要抓手。文章以城乡一体化和农业现代化快速发展的苏南乡村为例,厘清乡村振兴目标与"自然—文化—经济"复合生态系统之间的要素关系,解析当前苏南乡村生态营建存在的问题,从规划视域、规划手段和规划内容三方面剖析其规划诱因,并分类型、多维度、多层次提出规划策略,以期指导苏南乡村生态营建实践,实现乡村振兴目标。
Ecological livability is one of the five major visions and also the foundation and key point of rural revitalization strategy.What's more, ecological construction is an effective way to achieve the goal of rural ecological livability and revitalization development. With southern Jiangsu countryside which a region with fast development in urban rural integration and agricultural modernization as an example, the paper analyzes the relation between rural revitalization vision and and the complex nature-cultureeconomy system, studies the problems of rural ecological construction and the reasons from three aspects: planning horizon,planning approach, and planning content. It further proposes planning strategies by different types, dimensions, and levels, in hope of guiding the practice of rural ecological construction in southern Jiangsu and realizing the goal of rural revitalization.
