论实体书店的行政奖助机制

摘要
实体书店是书籍销售和文化传播的重要场所,是推进全民阅读广泛发展的重要依托,某些城市的实体书店甚至已经成为该地区或者城市的"文化坐标"。但是由于房地产价格不断上涨、劳动力短缺以及互联网的迅猛发展等,实体书店更加举步维艰。当前,我国中央政府以及部分省市政府都对现有的实体书店实行了奖助扶持政策,取得了良好效果。我国应在《文化产业促进法》《全民阅读促进条例》中明确规定对于实体书店的奖助政策及具体措施,政府奖助实体书店发展,应遵循辅助性原则、补偿性原则等法律原则。
The physical bookstore is an important place to spread knowledge and culture. It also serves as an important mechanism to promote the extensive development of reading for all. The physical bookstores in some cities have even become the regional or urban "cultural coordinates". However,due to such facts as the rising price of real estate,labor shortage and the rapid development of the Internet,physical bookstores are in more troubled water. At present,the central government and some provincial and municipal governments in China have implemented reward-supporting policies for existing physical bookstores and achieved good results. China should clearly stipulate the award policies and specific measures for the physical bookstores in "Cultural Industry Promotion Law"and "National Reading Promotion Regulations ". The government should adhere to the legal principles of auxiliary and compensatory in rewarding and helping the development of physical bookstores.
