摘要
近年来,我国生态环保督察持续高压常态化,勒令违法企业停产、限期整改甚至关停。随着我国环境公益诉讼制度的日趋完善,巨额判决(生态环境修复赔付金额)成为高悬的法律之剑。与此同时,民间力量逐渐发展壮大,成为政府、法律之外的有力社会监督力量。当前,开展环保诊断,做到未雨绸缪,是企业提高绿色竞争力、积极应对环保新形势的重要举措。本文从2017-2018年中冶节能环保有限责任公司开展的多家钢铁企业环保诊断工作出发,根据现场调研发现的问题,从政策层面、管理层面和工程层面分类分析,总结要点,并提出应对措施。
        In recent years, China's eco-environmental environmental protection inspectors have continued to be at a high pressure, and ordered illegal enterprises to suspend production, rectify within a time limit, and even shut down. With the improvement of China's environmental public interest litigation system, the huge amount of judgment(the amount of ecological environment restoration claims) has become a high law sword. At the same time, the private forces have gradually grown and become powerful social supervision forces outside the government and the law. At present, it is an important measure for enterprises to improve their green competitiveness and actively respond to the new situation of environmental protection by conducting environmental diagnosis and planning for the future. Based on the environmental diagnosis work of many iron and steel enterprises carried out by Energy Conservation and Environmental Protection Co., Ltd., MCC Group in 2017-2018, this paper analyzes the problems from the policy level, management level and engineering level according to the problems found in the on-site investigation, summarizes the key points, and proposes countermeasures.
