摘要

大气污染具有流动性的特点,各地防治大气污染的手段也不尽相同,因此需要以区域联合治理的方式防治大气污染,才能取得更好的效果。但现行相关法律制度存在的缺陷使得大气污染区域联合治理面临着许多问题,完善相关法律制度的内容,明确法律责任是解决区域大气污染问题的有效方法。
        Regional joint governance is needed to prevent and control air pollution,which could achieve better results,because air pollution is characterized by fluidity,and the means to prevent and control air pollution varied from place to place. However,the system of regional joint governance on air pollution faces many problems,because the existing defects of relevant legal system. To perfect the content of the relevant legal system and clarify the legal responsibility is an effective way to solve the problems of regional air pollution.
