破解住房短缺问题:租购同权的内涵确证、困境溯源及路径规制

摘要
为了破解城市日益凸显的住房短缺问题,各地政府纷纷采用"租购同权"。该政策旨在满足支付能力有限的人群的租房需求,但在实践过程中却面临着一系列困境。本文以恩格斯《论住宅问题》中对住房短缺问题的分析方法为切入点,厘清租购同权的实质及困境,并在确证困境的基础上探讨了实现租购同权的路径选择,以破解住房短缺问题,满足人的租房需求,解放土地对人的束缚,促进人的自由全面发展。
In order to solve the increasingly prominent housing shortage in cities, many governments have adopted the policy of " Equal Right to Rent and Purchase".The policy is aimed at meeting the demand of people with limited ability to pay, but it faces a series of difficulties in practice.Based on the analysis method of housing shortage in Friedrich Engels' the study on housing issues, the author clarifies the essence and dilemma of the same right of renting and purchasing, and discusses the path choice of realizing the same right of renting and purchasing on the basis of confirming the dilemma.It is hoped that these measures can solve the problem of housing shortage, meet people' s demand for renting houses, free land from people' s restraint,as well as promote people' s free and all-round development.
