摘要

生态文明建设中公众参与的有效性评估应立足于参与过程,选取参与机会、时间、反馈、能力等要素作为主要标准。基于对辽宁阜新地区生态文明建设中公众参与有效性的调查,发现公众参与的有效性不高。为提高公众参与的有效性,应扩大公众参与生态文明建设的范围,增加参与机会;延长公众参与时间,提高参与效度;完善公众参与的信息反馈制度,提振参与信心;适当提高公众参与的组织化程度,增强参与能力。
        The effectiveness evaluation of public participation in the construction of ecological civilization should be based on the process of participation, and the main criteria are the opportunity, time, feedback and ability of participation.Based on the investigation of the effectiveness of public participation in the construction of ecological civilization in Fuxin, Liaoning Province, it is found that the effectiveness of public participation is not high.In order to improve the effectiveness of public participation, we should expand the scope of public participation in the construction of ecological civilization, increase the opportunities for participation, extend the time of public participation, improve the validity of participation, improve the information feedback system of public participation,boost the confidence of participation,properly improve the degree of organization of public participation and enhance the ability of participation.
