基于物质流分析的天津子牙循环经济产业区产业规划与设计

摘要
天津子牙循环经济产业区是国家循环经济试点示范区。该区的规划和建设将对天津及周边地区的产业发展、环境保护和生态文明建设起到积极的促进作用。科学的编制天津子牙循环经济产业区的产业规划,是“十一五”期间天津市落实科学发展观、建设资源节约型和环境友好型社会的一项重要举措。
     本人结合参与的“天津市子牙循环经济区产业规划”重大横向课题,撰写了硕士论文,主要内容包括以下几个方面:
     1.对物质流分析方法进行理论综述,并对产业生态学、区域发展理论、生态规划理论等区域产业规划相关理论及方法进行了阐述,以充分理解物质流分析方法与静脉产业园区产业规划的内在联系。
     2.分析了天津子牙循环经济产业区发展现状,并与国内外同类静脉产业园区在产业类型和生产能力等方面进行对比,说明制定园区产业规划的必要性和迫切性。
     3.采用基于静态和动态产品生命周期的预测模型和线性回归法,对园区2012年和2020年废旧资源回收量进行了预测与趋势分析,并运用物质流分析方法对园区现有管理模型进行了改进和完善,设计相关评价指标体系,以评价园区社会经济活动中资源使用状况。根据园区物质流分析结果,结合区域生态规划理论提出园区产业规划的指导思想、基本原则和目标,说明园区产业发展的主要任务和重点工作,并详细阐述了主导产业的选择、产业链的分析与设计、产业规模预测与布局三个层面的具体路径。
     4.提出了一些符合天津子牙循环经济产业区实际的、具有较强可操作性的对策措施,为制定天津子牙循环经济产业区产业规划提供进一步支持。
Tianjin Ziya Circular Economy Park is the national pilot demonstration area of circular economy. Planning and building for the park facilitated the development of industry, the safety of environment, the building of ecological civilization positively in Tianjin and the surrounding areas. For Tianjin Ziya Circular Economy Park, organizing the scientific industrial plans are a vital act in implementing scientific concept of development, establishing a resource-conserving and environment-friendly society, during the period of“11th five-year plan”. Combined with the great crosswise project“Industry Planning for Tianjin Ziya Circular Economy Park”participated, I wrote the master-degree thesis. It mainly includes the following aspects:
     1. It reviewed material flow analysis theory. In order to fully understand the internal relations, it also set forth relative eco-industrial theory, including industry ecology, regional development and ecological planning theory in brief.
     2. It analyzed the development status quo in Tianjin Ziya Circular Economy Park. In order to illustrate the necessity and urgency for industrial planning, similar types of venous industrial parks at home and abroad were compared in such areas, including industrial types, production capacity etc.
     3. It forecasted and analyzed the volume of park’s waste in 2012 and 2020, adopted forecast model based on static and dynamic product life-cycle and linear regression. The method of material flow analysis was used to improve park management model existed. To evaluate the use of resources in the socio-economic activities, it designed some relative evaluation index system. According to the result of material flow analysis in the park, and combined with regional eco-industrial planning, it put forward the guidelines, basic principles and objectives. Furthermore, brief and focus task were illustrated, and the concrete path of choice of leading industry, design of industry chain, capacity forecasting and layout were expounded.
     4. Finally, it advanced some practical and operational measures, which suited for Park and provided further support for industry plans.
