大唐长山热电厂扩建工程项目进度计划与控制

摘要
吉林省电力建设总公司(以下简称吉林电建)实行矩阵式组织结构管理。各项目采用项目法管理,即项目经理责任制,项目成本核算制,项目来源由投标确定。九十年代末期,国家三年不上常规项目,更加剧了竞争的白热化,企业生存面临着严重的挑战,进入二十一世纪,电源建设突飞猛进,企业又迎来了新的施工高潮。
     大唐长山热电厂扩建工程项目是由中国大唐集团公司投资兴建的1×660MW发电机组,单机容量为660MW超临界机组,且燃用煤种为褐煤,此容量褐煤超临界锅炉是国内第一台,锅炉厂及设计院均没有成型设计,开工时间2008.6.16计划竣工时间2010.6.16。计划工期24个月(而工程定额工期为41个月)。投资25.2亿元。对我省东南部电网提前用电及电网安全稳定运行具有十分重要的意义。
     本论文主要研究的是如何在24个月内完成41个月的工程任务,如何配备各种资源,对关键因素如何控制及调整;另外,通过提前工期,找出存在的问题和解决的办法及最终取得的效果,对今后电建同类工程的进度管理将起到积极的借鉴作用。

Single large capacity power plants, peak shaving capability, can improve the system peaking conditions, also can enhance the voltage grid support is conducive to development and stability of the grid.This is Datang Corporation is the "Eleventh Five-Year" three years after the start of the key projects to ensure that one is in Jilin Province "during" the construction of economic development to the important power projects.
     Datang Changshan Power Plant Expansion Project is 1×660MW supercritical coal-fired turbine generator, the three hosts for the Harbin Boiler Factory, Harbin Steam Factory, Harbin Electrical Machinery Plant production, Variable parameters for the supercritical boiler run boiler, single chamber, once again hot, balanced ventilation, tight closure, solid slagging, steel frame, full suspension structure ofⅡ-type boiler, Supercritical steam turbine is once again the middle of hot, three-cylinder 4 exhaust, single axle, double back pressure, condensing steam turbine. Generator for the water-hydrogen-hydrogen generator cooling.
     Datang Changshan Power Plant Expansion Project general layout style layout with three patterns, that is, from west to east for the power distribution unit, the main plant and unloading, coal storage facilities. General Layout properties under the process, the overall layout of the technical requirements, divided into seven functional areas, namely:the main plant area, power distribution unit area, the cooling tower area, desulphurization facilities area, unloading coal storage facilities, auxiliary facilities district and ash handling facilities district. Were three main plant-type arrangement, from south to north were the boiler room, oxygen removal coal bin, the steam room, the main plant are steel, color steel plate wall closed using pressure-type, steam room with steel truss roof structure, along the steam turbine generator set base-line arrangement for steel reinforced concrete frame structure, the base platform and the base and the adjacent platform and the base separated; Turbine Operating Layer platform elevation 13.7m.      Datang Changshan power plant extension project started at June 16,2008, and was expected to finish at June 16,2010. The total time limit for this project as planed is 24months,and the total time limit for a 600MW coal generator power project in power engineering is 41 months.
     From Datang changshan power plant extension project unit 1 starting,because this project is 660MW supercritical pressure unit,and the burning coal is lignit. It is the first boiler in China for such kind of boilers,neither the boiler plant or designing institute have shaped design. Working drawing can not be sent to field. This project is in cold regions,needs span the winter of the year 2008 and 2009. This will affect the building and boiler heating plate, and warm-up time will be longer, which will lead to the efficiency of worker and machine lower. The work amount will be more. But by the Northcast power designing institute meticulously designing, Jilin Electric Power Construction Corporation, Beijing Electric Power Construction Corporation, a thermal power company in Heilongjiang, China Datang Group Co.,Ltd. and other construction units of the construction worked day and night, Electric Power Research Institute of Jilin Province careful commisioning, Beijing Desheng supervision company-wide process control, strict control, actively organized and timely supply of construction equipment unit,after 21 months of work, construction has achieved initial results. At present, the construction and installation works have already drawing to a close, unit 1 single equipment commissioning, subsystem commissioning has been completed, Boiler ignition, blowpipe and sealed furnace, and the boiler warm-up is in the end, turbine cold, static test has been acceptance, electrical thermal control requirements have been met before the start of testing, indoor fire facilities are available, with start conditions,currently planned unit 1 to start the trial operation the overall work。
