我国产业转移的动因与效应分析

摘要
产业转移是近现代以来世界经济进程中的一个重要经济现象。二十世纪以来,全球经济一共经历了四次阶段性的国际产业转移的浪潮,而伴随这些浪潮的是很多国家的经济腾飞以及产业机构的升级。自20世纪90年代以来,东部的发达地区通过承接产业转移而实现了过去三十多年的迅猛发展,而且取得了举世瞩目的成就。在与国际发达地区缩小发展水平差距的同时,也需要启动新一轮的创新机制,通过加快国内区际转移的方式,完成我国经济结构的调整和产业结构升级。在中国内部,改革开放以来,继东部地区凭沿海地理优势率先承接国外产业移入并迅速实现经济腾飞后,随着东部地区要素成本的不断攀升和产业发展环境的日益紧缩,一场由东部向中西部地区开展的区域产业转移大潮也随之兴起。对于中西部地区来说,分析产业转移的动因,以及产生的效应,对于如何更好的促进产业转移,以及承接产业转移来说,都有重大的意义。
我国疆域辽阔,各个地区之间的经济发展程度存在着不平衡的情况,而且各个地区在地理、气候和历史、文化传统背景方面也有各自的不同,各地区发展的路径也各不相同。所以各个地方在资源禀赋上存在着差异,东部沿海地区和中西部地区之间也存在着较大的经济发展水平的差距。这也是我国进行地区间产业转移的主要原因之一,而且这种差异也给区际产业转移提供了基础条件。区域产业转移在当前中国经济背景下具有深远的现实意义和重大的研究价值。它既是帮助落后地区实现经济跨越式发展的必然途径,又是推动发达地区产业升级、结构调整的有力手段,是推动中国区域经济向均衡化、合理化迈进的一项重要举措,也是保持中国经济长远可持续发展能力的关键所在
进行区际产业转移对于各个地方来说都有很大的作用,对于中西部地区来说,通过产业转移的技术转移和溢出效应,可以带动地方的相关产业的发展,拉动这些地区的地方经济发展。而对于东部地区来说,也可以促进东部地区产业结构调整与升级,让其能够将资源集中到新兴产业的发展上来,让东部地区的产业结构能够适应经济的快速发展。而从我国现有情况来看,发达地区是产业转出地,而产业承接地一般是欠发达地区,这也是我国区际产业转移的主流,无论是从国家层面还是省内部的地区产业转移来说,都是如此。
本文希望能够建立其产业转移的一个理论研究框架,从区域角度来入手,对于区域产业转移的内容、形式、规律进行明确,为区域发展实践研究提供理论依据。研究区域产业转移中转移的究竟是什么?转移的方式如何?本文的研究主要目标是希望解决产业转移对于区域的作用如何,并且建立关于区域产业转移的研究体系和理论基础。
对我国来说,产业转移问题是21世纪区域发展所需要解决的重大问题。而我国中西部地区在过去的发展过程中受到计划经济体制影响比较较深,而随着近年来中部崛起战略的实施和西部开发战略的深化,中西部地区产业结构又面临着升级改造和全面的调整。在区域发展进程中,产业转移是主要的调控手段之一,而在国际和国内产业发展中,在这个方面还处于刚刚起步的阶段。对于产业转移理论及实证研究,国内外也已经有了一定的基础,但是如何从动力机制和效应上对于中部地区探寻具有区域特色的产业转移的科学方案,在这个方面还基本是空白的。所以,本文对于保证中部地区社会稳定与经济发展,优化产业结构,培育新的区域整体竞争优势,推进区域协调发展进程等方面都具有一定的现实意义。
本文主要是针对产业转移中的动因和产业转移的效应进行分析,以此来研究产业转移中政府的作用。根据我国产业转移的现实基础,研究促进我国产业转移的对策,促进我国产业转移的进一步发展。
首先在本文第一章就对本文的研究背景、研究目的和研究意义进行简要概述,对于国内外的相关研究进行综述。第二章是对产业转移的基础理论进行概括,在这章中将相关理论从区域分工理论、工业区位理论和产业转移理论这样几个不同的角度对相关理论进行阐述概括。第三章内容对我国产业转移的现实基础进行分析,对于我国产业转移的现状,还有产生区域产业转移的历史因素和现实基础分别进行分析。在第四章中,从古典模型的角度对于产业转移产生的原因和结果进行分析,剖析产业转移的动力机制,并且根据我国的实际情况说明我国进行产业转移的具体动因。第五章中对于国际产业转移所带来的相关效应进行分析分别从产业转出地和产业承接地两个方面进行分析正面效应和负面效应。产业转出地的正面效应包括增加企业利润、推动技术革新、优化产业结构、促进就业传导和平衡国际收支；负面消息包括竞争力陷阱、产业空心化和失业困境：产业承接地的正面效应包括产业集聚、制度优化、竞争引致、产业关联、结构优化、要素注入、技术溢出、观念更新等；负向效应是扩大发展差距和低端价值锁定。第六章中,分析在产业转移过程中对于我国来说最重要的还是要通过政府来发挥作用,就产业转移过程中政府的作用进行研究,重点研究产业转移中政府发挥作用的机制,包括相关基本原则、功能、作用机制和主要手段。在第七章中主要分析的是从分析区域政策对于产业转移的作用机制,以此推导出促进我国产业转移的相关对策。在第八章中提出了最终的结论与相关研究展望。
