企业集团的可持续发展战略研究

摘要
企业集团是生产集中和资本积聚规模的最新表现，也是社会化大生产和市场经济发展的必然产物。它的出现对社会经济的发展起了推动和加速的作用，对人们的生活改善和人类社会的进步发生了很大的作用。在近20年的发展中，我国企业集团几经风雨，虽然取得了很大的进步，但仍有很多不足之处。企业集团在推进过程中，也容易出现一些急于求成，盲目求大的现象，这样必然会导致风险加大。一些有识之士提出中国的企业集团应该从第一阶段的资本积累、第二阶段的规模经营发展到第三阶段的可持续经营了。
可持续发展已成为全人类的奋斗目标，是世界各国跨世纪的战略选择。要想从根本上解决环境与发展问题，就必须改变现有的不可持续的生产方式和消费模式。企业作为社会经济活动的基本单位，既是自然资源的利用者，又是工业污染的源头，也应是可持续发展战略的实施主体。而企业集团作为由众多成员企业组成的有机群体既是一个巨大的投入产出系统，又是一个大型的耗散结构体。可以说，企业集团既对环境具有极强的破坏力甚至毁灭，也有对环境巨大的、潜在的改造力与更新力。同时作为我国国民经济的主力军，企业集团因其较单体企业更具有资金、技术等方面的优势，故必须站在可持续发展的高度，按照系统整合原理对各成员企业及生产、供应、营销、技术、管理诸环节进行系统规划，并把权利与责任落到实处。因此，企业集团发展的整体状况不仅决定社会经济发展的规模和速度，而且也是实施可持继发展战略的关键。由此，如何将可持续发展思想深植于企业集团发展决策和文化理念，创新与再造相应的企业管理理论和方法，在可持续发展战略框架下谋求企业集团的永续发展，将是一个具有深远意义的重要课题。
本文借鉴可持续发展理论及国外先进实践经验，从我国企业集团实际出发，分析总结我国企业集团的现状以及目前存在的问题，分别从技术创新、绿色营销和跨国经营三方面提出了建立一套适合我国企业集团可持续发展战略理论，使可持续发展作为一种长期有效的战略能在我国企业集团中不断发展广泛运用起来。同时本文以我国钢铁工业为例，着重分析武钢集团在可持续发展方面面临的挑战并提出了应对措施。
Enterprise Groups are the latest form of production focus and capital concentrate .Besides ,They are an inevitable result of society production and marker economy .There emergence play an important promotion and acceleration role in the development of social economy ,the improvement of people's lives and the progress of human' society .In the development of about 20 year, Enterprise Groups in our country experienced much difficult and made great progress .However ,it has lots of weakness .In the process of promotion, Enterprise Groups are likely to be impatient for success and be blind to pursue farther .Some learned people advised that Chinese Enterprise Group should develop form the accumulation in capital of the first stage .operation in scale of the second stage to sustainable operation of the third stage.
Sustainable development has become the goal of struggle for human being , and it is the strategic selection of each country in world .The advancement of conception of Sustainable development marks that human being's idea of increase and development has gotten into a new stage .In order to resolve the problem of environment and development at all ,the current form of production and model of consume must be changed .Being the basic unit of activity of social economy , Enterprise Groups are not only the user of natural resource ,but also the source of industry pollution .So it should be the main part of implementing Sustainable development strategy . Enterprise Groups that are made of some enterprises of member not only have powerful destructiveness to the environment ,but also play an tremendous and potential reformation and refreshment to environment .Enterprise Groups must be based on sustainable development and carry on systematic project to member enterprises in the light of the theory of systematic integr
ation .Therefore ,the whole condition in the development of Enterprise Group decides the scale and rate of development of social economy ,moreover is the key of implementing sustainable development.
This paper uses the theory of sustainable development and the advanced practical experience of other countries for reference .Form the view of reality of Enterprise Groups in our country ,it analyses and summaries the present situation and problem of Enterprise Groups in our country .Respectively following technological innovation ,Green Marketing and transnational operation .This paper poses a theory which is suitable to sustainable development of Enterprise Groups in our country and so sustainable development is put to widely use in Chinese Enterprise Groups .This paper uses iron and steel industry as an example ,emphasizes the challenge faced with WuGang and puts forward relevant measure.
