完善基层海关保税加工监管研究

摘要
在当今经济全球化和区域经济一体化的背景下,我国加工贸易面临着转型升级等许多新情况、新变化,对海关的保税加工监管提出了更新、更高的要求。论文从当前中国加工贸易现状和海关保税加工监管实际出发,分析了我国加工贸易发展现状和基层海关保税加工监管中存在的风险和问题,探索新形势下如何进一步完善基层海关保税加工监管,更好地履行把关服务职责以推动加工贸易转型升级,实现严密保税加工监管与促进加工贸易健康、快速增长的有机统一。本文分六个部分对完善基层海关保税加工监管进行了研究。
导论介绍了加工贸易面临的国际贸易形势背景,指出在建设现代海关制度第二步发展战略的总体框架下,加强基层海关加工贸易保税加工监管的形势要求,提出研究思路和方向。
第一章为海关保税加工监管的风险关系与监管模式,介绍了加工贸易和海关保税加工监管的基础理论和监管模式,分析了海关加工贸易保税加工监管的现状及执法风险。
第二章为国际海关保税加工监管经验及对比分析,借鉴其他国家加工贸易发展的特点和经验,对我国保税加工监管的特殊性进行了分析,总结出我国加工贸易保税加工监管可以借鉴的经验。
第三章为完善海关保税加工监管的理论基础及目标体系,剖析了基层海关加工贸易保税加工监管存在问题的原因,提出完善保税加工监管的理论基础,阐述了新型海关保税加工监管三级防控目标体系。
第四章为完善基层海关保税加工监管的途径思考,提出了当前形势下完善基层海关加工贸易保税加工监管的七条策略,如优化海关职能定位,实行风险式管理,完善监管模式等。
结论部分,提出应加快创新保税加工监管策略,以适应我国加工贸易发展与海关保税加工监管的要求。
In the current context of economic globalization and regional integrity, China's processing trade is confronted with some new changes, just like transition and upgrading, and newer and higher requirements have been raised to Customs supervision. This paper begins with the current condition of China's processing trade and Customs supervision, analyzes the current development of processing trade and risks and problems in grass-root Customs supervision, employs the strategy on how to impro(?)e further Customs supervision in the new condition so as to implement better inspection service, boost the transition and upgrading of processing trade, and complete the mechanical unity of intensifying duty-free processing supervision and boosting the health and fast growth of processing trade. This paper completes the study in the following five parts.
Part one analyses the risk of Customs supervision of processing trade and duty-free processing, introduces the basic theories of processing trade and duty-free processing, analyses the current condition and law implementation risks of processing trade and duty-free processing,
Part two deals with the comparison of processing trade supervision between China and the rest of the world. Referring to the experiences and characteristics of other countries, and analyses the special characteristics of processing trade supervision in China, result of the experiences that we can learn.
Part three deals with the basic theories of the processing trade supervision strategy, analyses the questions of the processing trade supervision grass-root Custom, and take out the basic theories of improving the Custom processing supervision. illustrates the third-layer guarding and controlling target system of new type Customs duty-free processing.
Part four studies on the supervision strategy on the improvement of grass-root Customs processing trade and duty-free processing, raises seven strategies on how to intensify supervision currently, such as optimizing Customs positioning, take the rules of risk management, and improve the supervision systems and so on
I concludes in part five, raises that we should accelerate innovation of duty-free processing supervision to meet the requirement of China's processing trade and Customs duty-free processing supervision.
导论介绍了加工贸易面临的国际贸易形势背景,指出在建设现代海关制度第二步发展战略的总体框架下,加强基层海关加工贸易保税加工监管的形势要求,提出研究思路和方向。
第一章为海关保税加工监管的风险关系与监管模式,介绍了加工贸易和海关保税加工监管的基础理论和监管模式,分析了海关加工贸易保税加工监管的现状及执法风险。
第二章为国际海关保税加工监管经验及对比分析,借鉴其他国家加工贸易发展的特点和经验,对我国保税加工监管的特殊性进行了分析,总结出我国加工贸易保税加工监管可以借鉴的经验。
第三章为完善海关保税加工监管的理论基础及目标体系,剖析了基层海关加工贸易保税加工监管存在问题的原因,提出完善保税加工监管的理论基础,阐述了新型海关保税加工监管三级防控目标体系。
第四章为完善基层海关保税加工监管的途径思考,提出了当前形势下完善基层海关加工贸易保税加工监管的七条策略,如优化海关职能定位,实行风险式管理,完善监管模式等。
结论部分,提出应加快创新保税加工监管策略,以适应我国加工贸易发展与海关保税加工监管的要求。
In the current context of economic globalization and regional integrity, China's processing trade is confronted with some new changes, just like transition and upgrading, and newer and higher requirements have been raised to Customs supervision.
