基于动力效能理论的基层公安队伍动力机制研究

摘要
从物理学的角度看,力是物体间的相互作用,物质性、相互性和矢量性是一切力所共同具有的特征;任何力做功都会产生一定的能量;量子理论强调物质(能量)的不连续性,一个原子系统的范围确定了其能量级别,能级并非不可变化的,在外力的作用下可以实现能级的非线性跳跃。从哲学层面而言,天地万物均可归结为能量与信息,由于精神与物质是统一的,所以信息与能量也具有不可分割的同一性。在物质世界,决定一切的都可归结为力的作用,大到星球小到量子微观世界,莫不如此;而一切精神的东西,如精神力量、素质力量、表率力量等,尽管看不见摸不着,却又都能为人所感知。所以,人们在强调力的物质性的同时,又在很大程度上认可其“精神意义”。
     由此引出本论文的核心概念——“动力”。需要首先说明的是,本论文研究的“动力”不是物理学的概念,而是管理学的概念,也可叫“行动力”。就个体而言,动力,即能对本体、心性及行为产生良性作用的一切内在能量与信息的总和,是行为个体为达到预定的目标或结果而实施行动所需要的各种力量(能量与信息);就组织、团体等系统而言,动力是系统内、外各种动力要素的合力,体现了系统内部之间以及与系统环境之间的能量与信息的交互转换和相互依存关系。正是在这个意义上,我们才说,内、外环境作为动力的源泉,促使了动力能量的强化,其性质完全适应量子力学的能级跃迁理论,这也是本论文的立论依据和理论基石。
     对于个体而言,动力有躯体、意识、行动三种载体;对于基层公安机关(可看作一个组织系统)而言,动力的载体要相对复杂的多,这就是本文研究的基层公安机关动力机制系统。本文以基层公安机关动力机制系统为研究对象,引入量子力学理论,为本研究构建模型及“量子—AHP”评价模型,力求准确概括基层公安机关动力机制的本质与内涵,探究基层公安民警行为背后的深层次原因,从机制层面解释其规律性。该动力机制体系,包含核心价值的原动力、激励竞争的开拓力、职业目标的驱动力等9大动力要素,以及激励约束、教育提升、价值评价、关爱关怀和支持保障等五大机制。以此为构架,形成了与《公务员法》、《人民警察法》和《公安机关组织管理条例》有关内容相衔接的基层公安机关动力机制理论。本文研究成果在寿光公安机关进行了探索试验,产生了显著成效,为解决县级公安机关队伍管理这一难题,提供了理论指导和经验借鉴。
     故本文的核心论点是:动力的本质问题,在于能量与信息的流动、整合与掌控;提高基层公安机关动力效能的关键,在于构建科学的动力机制系统,不断实现动力能级的“量子化跃迁”。这也为公安队伍建设乃至整个公安事业的跨越式发展提供了理论支持。
In terms of physics, force is the interaction between objects. Materiality,mutuality and vector characteristics are all characteristics common to force, and allforce can produce energy by doing work. Quantum theory emphasizes thediscontinuity of material (energy), and the scope of quantum theory determines itsenergy level. But the energy level is not immutable: it can make a nonlinear jumpwith the help of external force. From the standpoint of philosophy, everything in theworld can be boiled down to energy and information. Since spirit and material areunified, information and energy also have an inseparable identity. In the material word,everything is determined by force. From the quantum microcosm to large planets,there is no exception;but all those spiritual things, such as spiritual force, qualityforce, example force, etc., although invisible, can still be perceived by people.Therefore, many people talk about force’s “spiritual meaning” when they emphasizeits materiality.
     These lead to the core concept of the whole thesis: motive power. What needs tobe explained first is that the “motive power” in this thesis is a concept of management,not of physics, which is also called “energy to act.” Individually, motive power is thecombination of inner energy and information which have benign effects on body,temperament and action; for systems like organizations and groups, motive power isthe result of various dynamic factors within and outside the system, which representsthe interchangeable and interdependent relationship among energy, information inthe internal system and the system environment. Therefore,we can say that theinternal and external environment which is the source of motive power prompt thestrengthening of power energy, this character completely adapts to the energy leveltransition theory in Quantum Mechanics, and it is also the theory basis and foundationof the work.
     To individuals, motive power has three mediums: body, consciousness and action.To the public security organs (which can be considered as an organization system), themedium of motive power can be much more complicated. That is the system whichis studied in this thesis: the dynamic mechanism system of public security organs.This paper takes the motive power system of grassroots public security organ as theresearch object, introducing Quantum Mechanics into the system, and thenconstructing the Quantum-AHP evaluation model, all of these work is done tosummarize the nature and intension of the mechanism of power of grassroots public security organ accurately, and to research the deeply causes of grassroots police’saction, moreover, to explain the law of action from the light of mechanism theory. Themotive power mechanism system contains nine essential factors, such as motivepower of the core value, extension power of encouragement and competition, drivingforce of occupation goal, and five mechanism which contains encouragementrestraint, education promotion, evaluation, caring and guarantee of supporting. Basedon this construction, grassroots public security organ power system is connected withsome related content in ,,. Shouguang public security institutionhas done some experiment using this research result, and got remarkable effect,concretely speaking, the research relieve the problem of organization management ofcounty public security agencies, and provide theory guidance and precioussuccessful experiences for them.
     The core argument of this thesis is that the essence of the problem of motivepower lies in the flow, integration and control of energy and information. The key toimproving the motive power efficiency of grassroots public security agencies isbuilding a scientific, dynamic mechanism system, in order to achieve the motivepower energy level’s “quantization transition.” This research also provides theorysupport for constructing public security agency and the leap-forward development ofthe whole public security system.
