中国船舶工业集团公司发展战略研究

摘要
随着世界经济的发展以及航运业的兴旺,同时造船中心逐步东移,中国造船行业被列为国家“十一五”期间的重点发展行业之一,获得了历史发展的契机,但中国造船产业也存在“低成本+低效率”的结构性矛盾。中国造船企业在未来一段时间的发展方向和行动策略将直接导致中国造船业在世界造船行业的影响和地位。
     在此背景下,本文结合现代企业战略管理理论,通过对中国船舶工业集团公司所处的宏观环境、行业环境、竞争环境和企业自身的优劣势进行深入的分析,从而明确了其目前发展所面临的形势和各种影响因素。然后通过SWOT矩阵分析法将中船集团的优劣势与其所处外部环境的机会和威胁进行匹配,通过企业发展战略理论和波特的竞争战略理论对匹配结果进行分析并结合企业的战略定位,得出中船集团的三种总体发展战略并进一步提出了企业应选择的竞争战略以保持企业发展过程中的核心竞争力。为了巩固战略基石并防范战略风险,本文同时也分别针对技术、营销、财务和人力资源制定相关策略。
     本文最后根据战略的实施与企业的资源约束相适应的原则,对中船集团的现有组织结构大胆地提出了调整变革的设想,并在战略实施步骤上建设性地提出了分两步走的方案,有效解决战略实施过程中所需的资源问题。文章为中船集团今后的战略方向提供了一定的参考价值,同时为企业未来的发展战略以及企业在竞争激烈的市场环境中的竞争战略提供了重要的决策依据。
With the blossom of the world’s economy and the shipping industry and the shipbuilding industry shifting from Europe to Asia, the shipbuilding industry has been listed as one of the strategic industry in“eleventh-five-year plan”of Chinese government. Beside the coming historic opportunity, low-cost and low-efficiency which are conflict to each are deferring the development of the shipbuilding industry in China. In future, the corporate object and developing strategy the Chinese shipyard take will obviously and directly affect the force and position of the Chinese shipbuilding industry in the world.
     Under the background above mentioned, this thesis analyzed the macro environment, industry environment, the competitive situation and the internal & external position of China State Shipbuilding Corporation (CSSC) combined with the theory of strategic management in order to identify the environment CSSC is encountered and the factors which will essentially affect the development of CSSC. On the basis of the SWOT matrix situation, the advantages and disadvantages of CSSC has been matched with the outside opportunities and threats, further the matching result comes out CSSC developing strategy considering its strategic positioning. In order to strengthen the corporate core competence and avoid potential business risk, this thesis has also suggested the relevant strategy in the respect of technique, marketing, financial and human recourse.
     In the end, this thesis has suggested the improvement and adjustment for the corporate organization structure considering the limited capacity & ability of CSSC during the application of its developing strategy, further the implement of the corporate strategy has been separated into two steps as to satisfy with the corporate capacity. The thesis intends to support the valuable market reference in way of the strategic object of CSSC and suggest the constructive revolutions for CSSC to enhance its core competence in the competitive market.
