基于层次分析法的机动车驾驶培训质量评价研究

摘要
在我国,道路交通安全形势非常严峻,交通事故发生率和交通事故人员死亡率居高不下,而驾驶员的驾驶水平直接影响着道路交通安全。同时随着我国汽车工业的发展,汽车大面积进入家庭,因此驾驶员培训质量越发显得重要,驾驶培训机构的培训质量也日益得到社会的关注。基于此,国家相关法律法规陆续出台,均要求对驾校培训质量进行考评,我国大部分省市都在摸索考评工作。但目前还没有制定出针对驾驶培训培训质量方面的科学、合理、有效的考评机制。本文通过切实的调研,科学的论证和研究,建立了驾驶员培训机构培训质量评价体系和评价方法,为管理部门和培训机构提供决策参考。
     本文介绍了现阶段国内外驾驶员培训现状,分析了现阶段国内对驾驶员培训质量评价的相关办法和措施,并利用层次分析法,从驾驶培训机构的实际管理角度出发,对培训机构的管理模式以及影响培训质量的各种因素进行分析,建立起包括培训机构教学设施、设备配置因素,从业人员配置因素,教学组织因素等评价指标在内的驾驶培训机构培训质量评价体系,总结出了诊断影响培训质量原因的方法。帮助行业管理部门采取有效措施对培训机构的培训质量进行评估与监管;帮助驾驶培训机构搞好培训质量分析,为提高培训质量决策提供依据,有针对性地对薄弱环节进行投入和改造。
In our country, the road traffic safety situation is very serious, the incidence rate of traffic accidents and traffic accident mortality is very high, and the driver's driving directly affect the level of road traffic safety. At the same time, along with the development of China's automobile industry, car of large area into the family, so the driver training quality becomes more and more important, driving training institutions and training quality is increasingly concerned by the community. Based on this, the relevant national laws and regulations have been introduced, are required for driving training quality evaluation, our country the majority of provinces and cities are exploring the evaluation work. But it has not developed to the driving training quality of scientific, rational, and effective appraisal mechanism. In this paper, through practical investigation, scientific demonstration and research, established a driver training institutions training quality evaluation system and evaluation methods, management and training institutions to provide decision-making reference.
     This paper introduces the present situation of domestic and foreign driver training, analysis of the present stage of the driver training quality evaluation methods and measures, and the use of AHP, from driving training institution's actual management point of view, to the training organization management mode as well as the influence of the quality of training in a variety of factors, including the establishment of training organization teaching facilities, equipment configuration factors, practitioners of configuration factors, organizational factors and teaching evaluation index, driving training institutions training quality evaluation system, summarizes the diagnostic impact of training quality reason method. To help the industry management department to take effective measures of training institutions and training quality evaluation and supervision; help driving training institutions training quality analysis, in order to improve the training quality and decision-making provide a basis, targeted to the weak link in investment and improvement.
