基于生态循环理论的城市水休闲旅游规划体系研究

摘要
随着国内滨水城市经济发展的领域拓展与重点转移,兼具自然属性和经济属性的水资源成为城市旅游经济发展新的增长点。滨水型城市的水利游憩空间规划是近期国内外水资源开发重点项目,规划的亮点在于以现实的空间展示历史的时间、以循环的开发手段映衬生态的规划理念。新型城市水休闲旅游规划应该依据生态循环理论,并且着力于实施“城市景区化”和“景区城市化”两大规划机制,即:前者为城市水休闲旅游的发展促使内部生态循环型水利游憩空间的数量增多和规模扩大,城市整体环境得以审美改善和生态优化;后者为城市水休闲旅游经济的发展带动生态循环型水利游憩空间及其周边区域呈现城市商业化现象和城市环境生态效益化现象。而如何在城市水资源开发规划过程中确保规划步骤的可行性和生态经济的有序性,对生态循环型地理规划模式和规划程序评估方法的研究势在必行。
     本论文以生态循环理论为核心指导理念,以“水资源整合评价—空间布局结构设计(空间规划)—水休闲旅游产品体系开发(实体开发)—旅游品牌营销推广(形象策划)—区域水休闲旅游产业发展”水资源转化过程为水休闲旅游循环型规划步骤链条,构建城市水休闲旅游“不规则锥形”规划模型和规划步骤评估体系。研究目的在于,使创建的水休闲旅游规划体系(包括机理、内容、步骤和方法等)能在城市滨水空间的实际规划过程中发挥实践指导作用并正确引导水休闲旅游经济的规划方向。
     研究结果表明:(1)可以通过旅游企业技术创新的驱动因子与企业集群的关系研究和滨水城市水休闲旅游环境承载力指标分析以评析水休闲旅游开发条件;(2)可以通过构建水利游憩型生态缓冲交替模型和游憩空间水利定量规划模型以评析空间发展模式与规划布局;(3)可以通过构建旅游者偏好成本博弈模型和产品开发型旅游企业绩效评价指标体系以评析产品体系及其开发;(4)可以通过旅游客源市场供需平衡分析和基于生态循环感知能力调研的品牌规划方案筛选体系构建以评析品牌推广与维护;(5)可以通过宁镇扬区域旅游产业运作效果分析及扬州对区域旅游产业的贡献程度解析(利用数据面板模型)以评析辅助支撑体系,进而优化旅游规划反馈纠正系统。(6)以生态型旅游城市扬州为实证案例的研究表明,“不规则锥形”规划模型和评估体系在实际规划运营中是基本可行的。该规划体系的构建拓展了生态循环理论和休闲旅游理论的应用范畴,提高了规划模型运行的精准度,同时也维护了城市休闲空间的生态平衡和旅游经济可持续发展,并增强了旅游者和社区居民的生态循环意识和低碳行为。另外,生态型城市开发规划体系的构建和评价体系的创新有助于大区域内其他滨水城市的水休闲旅游开发规划,并为区域内生态循环型规划技术的改革与普及提供价值驱动力。
With the field expansion and focus shift of the domestic waterfront urban economicdevelopment, water resource of natural and economic attributes has become the new growthpoint of urban tourism economy development. The waterfront city’s planning of water recreationspace is the key project of global water resource exploration in recent years, and the planninghighlights the ideas of ‘historical time showed by realistic space’ and ‘ecological planningconcept showed by circular exploration means’. The new urban water leisure tourism planningshould focus on the implementation of ‘cities developed into scenic areas’ and ‘scenic areascombined into cities’ planning mechanisms based on the eco-cycle theory. The formermechanism means that the urban water leisure tourism development promotes the urban internaleco-cycle water recreation space’s number increase and scale expansion, and the urban overallenvironment can be aesthetically improved and ecologically optimized as well; the lattermechanism means that the urban water leisure tourism economy development can make theeco-cycle water recreation space and its surrounding areas appear the phenomena of citycommercialization and urban environmental eco-benefit. In order to make sure the feasibility ofthe planning steps and the order of the ecological economy during the urban water resource’sexploration and planning process, it’s imperative to research the eco-cycle geographic planningmodel and the planning process’s assessment methods.
     This thesis mainly regards the eco-cycle theory as the core guiding notion, and deems theexploration&management notion of the urban land’s use&layout and landscape ecology theory,the tourism ecological system and tourism area life cycle theory and the ecological hydraulicengineering theory as the practice reference. It constructs the urban water leisure tourismsystem’s Irregular Cone Planning Model and The Water Resource Transformation and EcologicalEconomy Coupling Operation Model based on the analysis of Yangzhou water resource’sintegration and exploration as well as the research of water recreation space system’s operationmode. Meanwhile, with the introduction of the environmental value and resource carryingcapacity theory, the community participation theory, the industrial complex eco-system andecological industry chain theory, the game theory, the stakeholder theory and the other relatedeconomic assessment notion, It also constructs the eco-cycle waterfront city’s water leisuretourism planning-design steps’ corresponding project assessment system based on thecombination of the eco-cycle exploration management modes and the eco-cycle planningtechniques.
     This thesis evaluates the project steps of the water leisure tourism’s exploration conditions,the space development mode and planning layout, the product system and its exploration mode, the brand’s spread and maintenance, and the auxiliary support system as well, which is mainlyaccording to the Irregular Cone Mode’s planning procedure in sequence. Among the above, therelation analysis of the tourism enterprise technological innovation’s driving factors and theenterprise clusters, and the analysis of the waterfront urban water leisure tourism environmentalcarrying capacity indicators, can be applied to the assessment of the water leisure tourism’sexploration conditions; the construction of The Water-Recreation And Eco-Buffer AlternatedModel and The Water Quantitative Planning Model is applied to the assessment of the spacedevelopment mode and planning layout; the construction of The Tourist Preference Cost GameModel and the producing tourism enterprise’s performance evaluation index system is applied tothe assessment of the product system and its exploration mode; the supply-demand balanceanalysis of tourist market and the construction of brand planning program’s filtering system onthe basis of the eco-cycle perception ability’s research are applied to the assessment of thebrand’s spread and maintenance; the analysis of tourism operational efficiency inNanjing-Zhenjiang-Yangzhou region and the research of Yangzhou’s contribution level to theregional tourism by the method of data panel model are applied to the assessment of the auxiliarysupport system, further optimizing the tourism planning’s feedback and correction system.Simultaneously, this dissertation makes an empirical study on Yangzhou’s water leisure tourismexploration and planning, which shows that the planning model and its corresponding evaluationsystem are basically feasible in practice operation. The research of waterfront urban water leisuretourism planning model expands the application scope of the eco-cycle theory and the leisuretourism theory while the planning procedure’s assessment method improves the planning model’soperation accuracy, which maintenances the urban leisure space’s ecological balance and thetourism economic sustainable development. Furthermore, the increasing eco-cycle awareness andthe low-carbon behavior pattern of tourists and community residents are also the soft-promotingfactors of urban planning economic development. In addition, the construction of Yangzhou’sexploration-planning model and the innovation of its evaluation system will improve the waterleisure tourism resources’ exploration and planning in the Nanjing-Zhenjiang-Yangzhou regionand other internal waterfront cities, and provide the value-driving force for the regional eco-cycleplanning technique’s reform and spread.
