水库旅游开发与规划研究

摘要
我国是世界上水库分布较多的国家之一,全国共计有将近10万座各种类型水库。目前得到旅游开发的水库仅有1000余个,还不及全国水库的百分之一。随着水利部门对水库旅游开发的大力支持鼓励,今后必将掀起一股水库旅游开发的热潮。然而,与之相对的是,我国学者目前对水库旅游开发规划研究不多,有关开发规划的真知灼见只是零散见于各类文章中。另外,有关旅游开发的研究多从作者自我指定的某一特定角度出发,研究内容及成果毫无系统性或全面性而言,因此有关水库旅游开发的理论研究深度受到严重限制。本文运用旅游规划的相关基础理论,主要采取系统学思想对水库自身内部系统和旅游规划体系两个不同内容、不同层面的构成系统进行了详尽的系统分析,探讨了水库旅游规划的基础理论与实践问题。旅游规划经过数十年的发展,业已逐渐形成了一套较为成熟的规划理论、规划方法与技术。本文在综述部分首先分析了国内外学者有关旅游规划概念、特点、基础理论、分类等基础要点的论述,在此基础上对旅游规划支撑理论进行了重新归纳,提出了旅游规划支撑基础理论七大模块的理论观点。在对国内外旅游规划研究进展、我国旅游规划现状及存在问题进行深入分析基础之上,作者对旅游规划的发展趋势与方向作了一定预测展望。在论文的正文部分,作者详细研究了水库的定义、构成、分类、功能等多方面内容,从水库内部构成系统要素的角度探讨了水库资源的旅游价值以及水库与旅游的关系。通过基于水资源利用关系这一理论研究基础分析了水库的农业灌溉、防洪、水力发电、水上航运、城市供水、水产养殖、旅游开发等七大功能之间相互关系以及旅游开发与其它六大功能之间的关系。针对我国水库旅游资源及其开发现状、旅游开发中出现的相关问题,作者从水库旅游开发思路、开发理论、开发步骤、开发范围、开发方向及内容等五大方面对水库旅游开发进行了系统论述,同时指出了水库旅游开发中的三个难点问题并相应给予了解决对策。作者还提出了水库旅游开发的7大原则和8大旅游产品,并构建了主要包括功能区划、景观规划、设施规划、产品规划、环境保护规划和安全规划在内的水库旅游规划体系。本文最后案例部分以湖南省邵阳市隆回县六都寨水库为例进行了旅游开发规划,从旅游开发定位与方向、旅游功能区划建设、旅游景观规划、旅游安全保障规划、旅游环境保护规划、旅游市场宣传等多个角度去验证前述水库旅游开发理论。
China is the one of the nations that has every kind of type reservoirs. The number of reservoirs is nearby 100 thousands. However, only over 1000 reservoirs had been developed for tourism. It is only one percent. With the support and incourage from water adiministration, there will be more and more reservoirs for tourism development. But there were so little research in planning and development for reservoirs in china. Some profound concernings scatter in various magazines, and the result of research has no character of system or comprehensive because it was based on the special ways and particular angle pointed by researchers. So the research had less approach in the depth of tour planning for reservoir. Based on the system theories, this article discuss the foundation theories and practice in tour planning for reservoir through the different level of detailed system analysis about the internal relations for reservoirs and relations in tour plan. Tour plan had its mature theoris and technologyies after its successive development for dacades. Firstly, this text analyzed the concept, characteristics, foundation theories, classification and other important pointes stated by domestic and international scholar in the overview part. The author brought up the seven parts of foundation theories for tour plan based on the discussion and annalyses about concept and character and classification for tour planning. The author also gave a foresight for tour plan before the deeply study of aproach in domestic and international tour planning and some research about present condition and problem. The author make a study about definition, constitute, classification and function about reservoir, then discuss the tour valure of reservoir and ralations between reservoir and tour from the structure. The relations for irrigate, flood controlling, hydraulic power, water translation, city water supplying, marine products farming argrilture and tour development were discussed based on the using of water. According to the present condition and problems appeared in the reservoir's tour development, the present writer make a systems analysis about way of thinking, theories, procedure, scope and contents for tour development in reservoir, also gave some suggestion and solution for the major three key problems. Seven principles and eight serial tour products for reservoir were brought up in the article. The system of tour planning for reservoir including function area classing, landscape planning, tour facilities program, product planning, environmental protection planning and security planning. Finally, the author select liudouzhai reservoir as a study case example. This reservoir located in longhui couty, shaoyang, Hunan province. The author make a whole tour panning including tour positioning, tour function areas classing and cunstruction, tour landscape planning, tour security guarantee planning, tour envirnment protecting planning and tour marketing. The author try to prove the theories of tour planning for reservoir stated before.
