我国中小企业技术创新系统研究

摘要
随着知识经济的不断深化和科学技术的迅猛发展，技术创新已成为决定企业市场竞争成败的关键因素，世界各国经济发展的实践业已证明，技术创新是经济增长的源泉，是企业获取竞争优势和实现可持续发展的不竭动力，企业要生存发展，必须建立规范完善的技术创新体系。中小企业是国民经济发展的重要力量，是其重要支柱，因此加强中小企业技术创新建设，提高中小企业技术创新水平和成功率，促进其健康成长，已经成为各国政府，中外学术界和企业界普遍关注的课题。
本论文立足于系统的角度，对我国中小企业技术创新进行了深入研究，构建了我国中小企业技术创新系统研究框架，并对其系统环境和核心构成要素进行了系统分析，旨在解决以下问题：第一中小企业技术创新系统与系统环境的关系，外部环境各要素对系统的影响是什么。第二如何对我国中小企业的技术创新进行战略的制定和选择。第三是如何建立完善的中小企业创新机制。第四是如何建立中小企业技术创新能力的评价指标体系，并运用何种评价方法进行综合评估，从而在实践中比较中小企业技术创新能力的强弱。
论文首先借鉴系统的方法，综合运用技术创新学、系统论、战略管理和企业成长等相关理论，对我国中小企业技术创新进行了研究。在阐述了我国中小企业技术创新现状的基础上，建立了我国中小企业技术创新系统研究框架，确定了系统中的核心构成要素。
通过对中小企业技术创新系统与系统环境关系的分析，探讨了外部环境各要素对系统的影响，并建立了中小企业技术创新系统环境分析框架。
在此基础上，论文对中小企业技术创新系统中的关键要素进行了详细分析，并通过国内外比较研究，提出了适合中小企业的技术创新相关战略，对技术创新机制进行了阐述，同时对中小企业技术创新能力进行了分析，构建了技术创新能力评价的指标体系，并运用DEA数学模型对其进行评价。

It has been proved that technical innovation is the fountain of economy grows and is the exhaustless power which enterprise gains the competitive advantage and realizes the sustainable development by various countries economy development practice. Whenever enterprises want to survive and develop, they must establish a standard and perfect technical innovation system. The small and medium-sized enterprise (SME) is a kind of important strength for national economy development and its important prop, therefore strengthens the SME technology innovation construction, raises the SME technology innovation level and the success ratio, promotes its health growth, has been a topic causing the universal attention of various countries' governments, Chinese and foreign academic circles and the business community.
The present paper arising from the dimension of system does a thorough research on our country SME technology innovation, constructs our country SME technology innovation system research frame, and carries out the system analysis on its system environment and the core integrants. All this is done to solve the problems below: Firstly, relationship between SME technology innovation system and the system environment and the influence of the external environment various factors to the system. Secondly, how to carry on and choose the strategy to our country SME technical innovation. Thirdly, how to establish the perfect SME innovation mechanism. Fourthly, how to establish the SME technology innovation ability value system, and what methods can be used to carry on the overall assessment in order to compare the SME technology innovation ability in the practice.
