中国石油资源产业安全评价与实现机制研究

摘要
石油资源产业安全问题直接影响我国经济能否持续、平稳发展。在我国石油资源对外依存度不断攀升这一现实背景下系统研究我国石油资源产业安全、探讨实现石油资源产业安全的机制以及战略和政策选择,对我国经济发展具有重要的理论意义和现实意义。
根据我国石油资源产业安全现状以及影响因素,为实现我国石油资源产业安全,需要从三个方面系统进行:一是从宏观层面上,重点改善国内的竞争环境、市场效率、能源消费结构等;二是从中观层面上,改善石油资源产业市场结构、提高相应市场结构下的绩效行为;三是从微观层面上,提高石油资源企业竞争力。本文基于现有关于产业安全文献的研究,结合中国石油资源产业的特点,提出了中国石油资源产业安全的内涵,评价标准和指标体系。在确立了石油产业安全评价指标体系的设计原则和方法的基础上,首先确立石油资源产业安全评价的一级指标,包括石油资源产业环境、石油资源产业国际竞争力、石油资源产业对外依存度和石油资源产业控制力;然后,按照产业安全评价指标体系的设计原则和设计方法选定产业安全评价的相应的二级评价指标;通过对这些指标进行评价分析,构建产业安全评价模型和建立产业安全评价体系;采用2007年基本数据对中国石油资源产业安全度进行测算,对中国2007年石油资源产业安全状况进行分析。通过对石油资源产业安全的评价与预警机制的研究,探究影响我国石油资源产业安全的影响因素,并进一步设立预警机制,为我国石油资源产业安全提供参照标准。最后,运用SWOT分析方法,提出实现中国石油资源产业安全的战略选择方案,并从宏观,中观和微观三个方面提出了实现我国石油资源产业安全的政策举措。
The safety of petroleum resources industry directly influences our country economy development. It has an importance of theories meaning and reality meaning to reaserch the safty problem of petroleum resources industry and study the realization of safty mechanlism undoubtly under the background that the degree of depending on the developed countries in the petroleum resources industry.
This paper bases on the research of the industry safety cultural heritage, combine with Chinese characteristics of the petroleum resources industry, put forward Chinese petroleum resources industry safety content, evaluation standard and index system. First, we establish the design principle and design method of industry safety evaluation the index sign system. Then we make selection the industry safety evaluation on these grounds of one class index sign, namely industry environment, industry international competition ability, the degree that industry outwards depending on and industry control ability.Second, we build the second stage evaluation index system according to the industry safety design principle and design method. Then we carry on an evaluation analysis to these index signs, set up industry a safety evaluation model and establish industry safety evaluation system. At last, we use 2007 basic data of China to evaluate the petroleum resources industry safety Furthermore, we find the ingredients which influence the safety of petroleum resources industry and build a early warning mechanism and provide a standard to the safety of petroleum resources industry.According to the our country petroleum resources industry safety condition and influence factor, to realize our country’s petroleum resources industry safety degree, we need to be carry on from three aspets: first from the macro view level, the point improvement is local of competition environment,market efficiency,resources born gift condition etc.;second from medium the view level up, the improvement petroleum resources industry market structure,exaltation correspond the market structure under of communicate officially results;third from the micro view business enterprise aspect, the exaltation petroleum resources business enterprise competition ability.In view of the macro view level, the market that pass the petroleum resources turn reform, under the premise that insure a nation energy total strategy can be smooth implement let market competition the mechanism is full exertive it is excellent to turn the foundation function of install the resources, exaltation our country the international competition ability of the energy section.Adjust the energy structure on this foundation, exaltation energy usage efficiency, from whole top lower our country the petroleum resources industry outward depend on save a degree;At medium the industry level of[with] view, one country petroleum resources industry safety is main to be decided by the industry competition ability, but the industry competition ability is very important influence the factor be the market structure of the petroleum resources industry.The improvement petroleum resources industry market structure direct change petroleum resources industry of circulate the behavior,results and efficiency of mechanism and business enterprise, thus exaltation the petroleum resources industry safety degree; In addition, at the petroleum market reform, the government loosen petroleum of price control, can pass subsidy can the renewable energy consumer and subsidy can renewable energy of produce factory, lower can the opposite price of the renewable energy, and exaltation petroleum of opposite price, with improvement the energy in the economy of consume structure, attain can keep on development target, thus exaltation our country the petroleum resources industry of safety.The business enterprise level in tiny view, promote the petroleum resources business enterprise technique progress,exaltation the business enterprise capital luck camp efficiency,development the human resource and improvement organization structure etc. is a realization China the industry of the petroleum resources industry safety of tiny view foundation.At last, this paper uses SWOT analysis method, put forward a realization of Chinese petroleum resources industry safety of strategy alternative, put forward a policy realization to Chinese petroleum resources industry safety from macro view, medium view and micro view respectively.
