小灵通(PHS)实时计费帐务系统(计费系统)的设计与实现

摘要
小灵通实时计费系统是为了适应小灵通业务计费、结算的要求在本地计费帐务系统基础上开发的应用系统。文章逐层阐述了小灵通实时计费处理在整个本地计费帐务系统中的地位、作用,详细介绍了计费处理过程中的联机采集、预处理、计费等功能点的设计要求和具体实现。文章还介绍了小灵通实时计费系统的体系结构及相关概念,硬件和软件功能的实现等。最后,对该应用系统的应用情况进行了跟踪、分析,结合系统设计中对实时性要求的重点和难点问题,提出了对系统的改进意见。
In order to adapt the competition of telecommunication market and the requirement of consumers, by the end of 2003 we provided a new operation which called PHS. The real time charge system of PHS is a application system which based on the local charge system and can satisfy the demand of PHS’s fee and balance.
     It is a slice of the local charge system, so its general rule was same with the design of local charge system. In spite of that, for fulfil the require of real time disposal, there is obvious difference between the process of the real time charge system of PHS and the traditional firm business. First of all, this thesis introduce the general function of local charge system, then bring forward the the designable demand. At last, as a emphasis, it discuss the design and actualization of the real time charge system.
     The thesis gradually expatiates the status and function of the real time charge system of PHS which in the general local charge system. Especially, it particular introduces the design and actualization of function of online collection, pretreatment, charge. Finally, it tell us the system structure and correlation concept of the real time charge system and how to carry out the function of hardware and software, etc.
     By the end of the thesis, tracks and analyses the statue of the application system, then the writer lodges the betterment from think the emphases and difficulty in demanding the real time of the system.
     The real time charging system of PHS is an application system which is based on the local account balance system to meet the demand of PHS’s charge and settlement.
     This article demonstrates the status and function of the real time charge system of PHS in the local account balance system step by step. Besides, it introduces the functional requirements and realization of the online acquisition, pre-operation and charge in detail. Furthermore, this thesis tells us the systematical structure, the correlative concept, and how PHS’hardware and software work out, etc. Finally, by tracking and analyzing this application system, and combining the emphases and difficulty of its real time designing, this article comes up with its own ideas on the improvements of this application system.
     The main achievements and innovations of my research are as follows:
     For one thing, this article demonstrates the status and function of the real time charge system of PHS in the local account balance system step by step. Besides, it introduces the functional requirements and realization of the online acquisition, pre-operation and charge in detail.
     Secondly, this thesis shows us the systematical structure, the correlative concept, and how PHS’hardware and software work out, etc.
     For the third aspect, by tracking and analyzing this application system, and combining the emphases and difficulty of its real time designing, this article comes up with its own ideas on the improvements of this application system.
     After nearly two years’operation of this system, my article proposes a conclusion on the previous assignment and some expectations for the future development. Nowadays, Liaoning Netcom will achieve its systematical centralization of the business, charge, and account, and so on. After achieving this goal, there will be some better and more effective systems for the clients.
     The market demands to realize the real time charge in accordance with the account balance system of PHS, because the original system cannot satisfy the needs of the real time charge. This newly-operated system is an important technical method to support the operation of the communications enterprises. It is a integrated support system aiming at the users as well. This system is to cooperate with the support systems, such as the“Nine-Seven Project”which has been already operated, to provide the users the instant, accurate and uniform service for all the way and the whole network. What’s more, it is to ensure the benefits of enterprises, guarantee the quality and standard of service, and enhance the competitiveness of enterprises in such an open market.
     During the process of constructing this charge system, we should obey the following principles:
     Openness and Scalability: the telecom business is a rapidly-developing business, with constantly-changing operations, which needs a continuously-increasing business volume and gradually-updating equipments. It is a mandatory principle to keep a sustainable development of the charge system during its designing. Openness is to meet the demands of a further development. Systematical openness includes the openness of structure, juncture, application and the standard of networking protocol. The charge system still needs a scalability, which is to make the system adapted to new circumstances by cutting out or extending the practical requirements.
     Standardization and adaptability: this account balance system is designed in accordance with the latest specification on China’s telecommunications’charge system issued by China Telecommunications, and it meets the practical requirements of the local business. The charge system can achieve the interlinkage between downtown and LAN by the platform of“Nine-Seven Project”, and it can further realize the instant settlement among different inner-province, country, and international tele-ventures.
     Shortcut: aiming at the large number of the accounting users, the large quantities of data, and some kinds of practical situations, the charge system can achieve the instant charge transaction. Besides, it has a better extendibility according to the top-to-down, parametric, modularized designing principle.
     Usability: the whole system needs to adopt a uniform and normative graphical interface, which is easy to operate and maintenance.
