西部地区农业基础设施财政投融资研究

摘要
西部地区是我国重要的农业生产区域，其以多样化的农业生产环境在我国农业发展中具有举足轻重的地位，同时西部地区又是多条河流水域的发源地，其农业基础设施的建设水平以及由此所决定的农业生产方式的合理性直接影响着整个流域甚至全国生态环境的改变。由于历史等诸多因素的影响，西部地区农业基础设施建设滞后，农业生产长期停滞在传统农业生产阶段，形成了生产力水平低下→农业资源过度开发→农业生态环境恶化→农业生产力水平降低→对农业资源进一步过度开发的恶性循环之中。改革开放以来我国加大了农业投融资体制改革，也取得了一定成效，但是以计划和行政命令为主的财政支农方式没有发生根本转变，农业金融市场体系仍未真正确立，农业资金流向和流量的调节机制缺乏长效性，仍以政策偏好为主，尤其是农业财政投融资体系建设严重滞后，难以发挥财政投融资在多元化农业投融资体制中的核心导向作用。农业财政投融资是发展中国家甚至是发达国家发展农业基础设施的一条有效的投融资方式，其通过政府与市场有效结合来提高财政投资效率，实现政府对农业基础设施建设的有效支持。西部地区遏制生态环境退化，修复生态循环，实现农业生产可持续发展，农业基础设施财政投融资体系的构建和完善是关键性的因素，其在很大程度上决定着财政支持的规模和效率以及民间资本的有效持续进入，充分发挥资本对经济发展的推动作用，最终实现西部地区的农业生态与农业生产共同良性循环发展。
本文以制度经济学、货币金融学以及现代投融资理论为基础，采用理论与实证相结合的方法，综述了国内外农业基础设施财政投融资的相关理论及研究动态，界定了农业基础设施和财政投融资的内涵和外延，分析了西部地区农业基础设施建设及财政投融资的现状，探讨了西部地区农业基础设施财政投融资发展中存在的问题，揭示了西部地区农业基础设施财政投融资体系发展滞后的成因。运用博弈论分析了西部地区农业基础设施建设投资中不同参与主体的行为特征及相互行为影响，构建了基于合作制原则，以中国农业发展银行为核心的农业基础设施财政投融资运行体系，明确了西部地区农业基础设施财政投融资方式，提出了完善西部地区农业基础设施财政投融资体系的相关对策与建议。
本文首先运用协整理论对农业基础设施建设与农业经济发展之间的相关性进行了检验，得出农业基础设施建设存在一定的效益滞后性和实践中农业基础设施投资应具有“超前性”，通过对西部地区农业基础设施的结构进行定量分析，指出西部地区农业基础设施中农业机械与农业GDP影响不明显，其主要原因是西部地区农业生产地理环境多样，农业机械的效能发挥有限，同时还存在着灌溉设施利用效率过低，对农业生产的促进效用不大等问题，因此西部地区农业基础设施财政投融资项目选择过程中，应基于西部地区农业基础设施的现状，提高资金运用效率；其次财政投融资运行目标能否达到，外部条件的支撑尤为重要，从不同参与主体的行为博弈中可以看出，其地方政府和微观参与主体对中央政府的依赖性较一般地区更明显，历史上农业基础设施的财政制度外供给和农村金融体系的不完善，使得西部地区农业基础设施建设长期滞后，因此政府的有效支持是西部地区农业基础设施财政投融资顺利运行的关键，而基于西部农村金融体系的现状，构建以中国农业发展银行为核心，基于合作原则下的各种商业金融机构有效参与的新型农业财政投融资运行机制，有利于农村金融市场资源有效合理的运用，最终实现西部地区农业基础设施财政投融资体系的长期持续发展；最后财政投融资方式的合理选择是其支农效用充分发挥的有力保证，传统的财政投融资方式并不能有效的调动社会闲置资本，同时也不利用投融资中风险的分散与合理分担，将现代项目融资方式有选择的、合理的运用于农业基础设施的财政投融资，可以实现项目风险的有效分散，从而更大程度的引入民间资本。
The western region is vital to Chinese agricultural production, for the reason that itsdiversified agricultural production environment is important to Chinese agriculturaldevelopment, moreover, western region is the place where most rivers originated, theappropriate mode of agricultural production which is decided by agricultural infrastructurelevel will directly influence the drainage area’s and even the whole country’s ecologicalenvironment. The agricultural infrastructure in western region lagged due to some historicalfactors, and the agricultural production has retained on traditional stage, this has formed avicious circle, which is low agricultural productivity—over-exploitation of agriculturalresources—deterioration of the agricultural ecological environment—low agriculturalproductivity—further over-exploitation of agricultural resources. China has improvedinvestment and financing system in agriculture since the reform and opening, though it hasmade some progress, the way of fiscal supporting agriculture depending on executive ordersis still not changed. Financial market system to agricultural has not established. Theregulation mechanism of agricultural fund’s direction and quantity is not effective and stillrely on policy. And the agricultural fiscal investment and financing system is undeveloped, soit is hardly the leading role of the diversified agricultural investment and financing system.Agricultural fiscal investment and financing is an effective way to agricultural investment andfinance in developing countries and even in developed countries, it can promote agriculturalinfrastructure effectively through high financing and investment efficiency with thecombination of government and market. Agricultural fiscal investment and financing system’sconstruction and improvement are key factors to prevent ecological environment degradation,restore ecological circle and get the sustainable development of agricultural production inwestern region. This system is also critical to the scale and efficiency of fiscally supportedcapital and the sustainable private capital to a great extent, which can promote the economy todevelop, and eventually achieve to the both development of agricultural ecology andproduction in western area.
On the basis of Institutional economics, monetary finance and the modern investmentand financing theory, this dissertation reviewed the theories and literatures of fiscal investment and financing in agricultural infrastructure both domestic and abroad, defined theintension and extension of agricultural infrastructure and fiscal investment and financing,analyzed the present condition of agricultural infrastructure’s construction and fiscalinvestment and financing in western region, discussed the problems in western region’s fiscalinvestment and financing in agricultural infrastructure, revealed the reasons of the laggingdevelopment of western region’s fiscal investment and financing in agricultural infrastructure.Through game analysis, this dissertation analyzed different subjects’ behavior character andmutual influences who participate in western region’s agricultural infrastructure construction,structured fiscal investment and financing system in agricultural infrastructure whose core isAgricultural Development Bank of China based on cooperation principle, set the pattern ofwestern region’s fiscal investment and financing in agricultural infrastructure, and finallygave some suggestions of improving western region’s fiscal investment and financing systemin agricultural infrastructure.
Firstly, this paper tested the relationship between agriculture infrastructure andagricultural economy development using co-integration theory, then reached the conclusionsthat lagging benefit exited in agriculture infrastructure construction, and agricultureinfrastructure investment should be in advance in practice. Through the quantitative analysisof agriculture infrastructure construction in west area, this paper indicated that agriculturalmachines had no significant influence on agricultural GDP, and the main reason was the lowefficiency of irrigation facilities whose functions were restrained by the diversification ofwestern geographical environment. So to improve the funding efficiency, it should base onthe present situation of western agricultural infrastructure during the project selecting.
Secondly, whether the goal of fiscal investment and financing can be reached or not, itdepends on external supported conditions. Trough game analysis on participants’ behavior,western areas’ governments and micro participants relied more on central governmentcompared to other areas. Due to insufficient supply of agricultural infrastructure out of fiscalpolicy and the incomplete of rural financial system in history, the agricultural infrastructureconstruction has been undeveloped for a long time. So government’ support is the key factorto keep the fiscal investment and financing in agricultural infrastructure construction in westrunning well. The new agricultural fiscal investment and financing operating mechanism,basing on the situation of rural financial system, taking the Agricultural Development Bank ofChina as a core, combining different kinds of commercial financial institutions under thecooperation principle, is good for using the rural financial market’s resources effectively andreasonably, and eventually get sustainable development of this system in long-term.
Lastly, this paper concluded that choosing an appropriate fiscal investment and financing pattern is the key guarantee for this system to fully support agriculture. The traditional fiscalinvestment and financing way couldn’t run the spare capital, and it also couldn’t diversify andredistribution risks, but with the new appropriate project financing channel during theagricultural infrastructure can disperse risk effectively and thereby accumulate more socialcapital.
本文以制度经济学、货币金融学以及现代投融资理论为基础，采用理论与实证相结合的方法，综述了国内外农业基础设施财政投融资的相关理论及研究动态，界定了农业基础设施和财政投融资的内涵和外延，分析了西部地区农业基础设施建设及财政投融资的现状，探讨了西部地区农业基础设施财政投融资发展中存在的问题，揭示了西部地区农业基础设施财政投融资体系发展滞后的成因。运用博弈论分析了西部地区农业基础设施建设投资中不同参与主体的行为特征及相互行为影响，构建了基于合作制原则，以中国农业发展银行为核心的农业基础设施财政投融资运行体系，明确了西部地区农业基础设施财政投融资方式，提出了完善西部地区农业基础设施财政投融资体系的相关对策与建议。
