基于产业转移的区域政策创新研究

摘要
产业转移作为一类客观经济现象，不仅有利于我国地区产业结构的合理升级，而且有助于我国区域经济的协调发展。大规模的产业转移，是实现东部地区产业升级、中西部地区产业结构合理调整以及全国区域经济协调发展的客观要求和必然趋势。如何促进产业转移?采取怎样的区域经济政策才能有效的推动产业“西进”?这些都是很有研究价值的课题。
本文首先回顾并简单评述了产业转移的相关理论，对雁行模式论、产品生命周期论、大山模型、国际生产综合论和国际投资发展论等产业转移理论的重要理论进行了梳理。在此基础上，分析了我国产业转移的现状和发生机制，并以新疆和甘肃为研究对象就我国欠发达地区承接产业转移进行了实证研究。结果表明，同属西部地区的不同省份由于软硬环境的差异，在承接产业转移的数量和类型方面存在很大的差异。
论文通过分析企业内部因素、经济活动区位对产业转移的影响，从直接和间接两方面分析区域政策对产业转移的外部作用机制。区域政策不仅通过高度的集中化、明确的目标性和积极的倾斜性，直接优化承接地区的经济环境和基础设施，引导产业向有利于区域协调发展的承接地区转移，而且通过改变企业的外部竞争环境，促进大量有相似外部竞争环境的企业发生同向迁移，聚集为产业转移。由此可见，区域政策在引导和推动产业转移中发挥着重要作用，所以就产业转移进行区域政策创新是有价值的且可行的。
为证明区域政策对产业转移的实际影响和作用，本文以英国为例进行了参照性分析，直接揭示了区域政策对产业转移的推动作用。以地区特定补贴为代表的英国政府针对产业转移的有关政策以及在政策实施过程中需注意的问题和可能发生的纰漏乃至政策的不足，对我国产业转移的相关区域政策的制定具有直接的借鉴意义。
通过以上分析，本文得出了产业转移中的区域政策创新必须把握好优化区域经济环境和扩大产业转移效应这两大支点的结论。据此，我国当前基于产业转移的区域政策创新重点应放在对东部发达地区可能转移的所在产业的企业实施直接援助和对西部需要产业输入的地区实施间接援助两方面。
Industry transfer as the objective economic situation,is not only conducive toupgrade the industrial structure,but also contribute to regional economic coordinateddevelopment of China.In other words,the large-scale industry transfer is the strategicvision of the eastern industrial upgrading,the central and western industriesadjustment and economic coordinated development.Industry transfer is the objectiverequirements and the inevitable trend of harmonious development of China's economy.Therefore,“how to promote industry transfer”is a valuable subject.
The article reviews the theories of industry transfer.Based on these,the paperanalyses the actuality and the mechanism of industry transfer in China.Except that thepaper undertake a comparative study on underdeveloped regions carrying on industrytransfer for instance Xinjiang and Gansu.In results the two provinces in the western isvery different in the quantity and type of undertaking transferom because of thedifference between“soft”and“hard”environment.
The article analyses the impact of the internal factors and economic location onthe industry transfer.Then analyses the external mechanism that is the regionalpolicies impact on industrial transfer from direct and indirect.Regional policydirective optimize economic environment and infrastructure through thedecentralization,the objective and the tilting,as well as guide the industry locate tothe areas where do benefit to coordinat development Through changing the externalcompetitive environment of enterprises,the regional policy promote a large numberof enterprises with similar external competitive environment transfer to the samelocation.It can be shown that regional policy play an important role in the industrytransfer.
Then the paper takes example of the case about the industry transfer in theUnited Kingdom.The case of the United Kingdom directly reveals regional policieson industry role in promoting the transfer.The regionla policy,the problems shouldpay attention and the lack of policy in the policy implementation process arevaluable to establishment regional plicy in China.
Finally,it can be concluded that there are two principles about industry transfershould be meet,those are the optimization of regional economic environment and theexpansion of industrial transfethe effects.Therefore,the focus of industry transferInnovation are the direct-aid and indirect-aid.
