县级供电企业现代管理浅论

摘要
农村电网是供电网络的重要组成部分,我国是农业大国,农村用电正在迅猛增长,农村电网在整个电网中扮演着越来越重要的角色。县级供电企业是供电企业的基层和基础,作为农村用电的直接管理者,实施电力现代管理具有显著的社会效益和经济效益:对供电企业而言,可以改善电力供需紧张、提高电力系统的安全稳定与经济性,提高供电的可靠性及服务水平;对用电客户而言,可以得到更好的服务和实惠;对于社会而言,可以节能降耗。然而,现实中,县级供电企业人力资源管理中人员结构和工资分配不合理、各项保险负担过重,资产经营管理中负债率高、财务控制不严、资金利用率低、管理损耗和安全生产风险大,电网建设中重复建设严重、建设滞后于发展、建设成本高。本文根据作者对一个典型的县级供电企业——贵溪市供电有限责任公司管理的了解,将贵溪的个体特征和县级供电企业的普遍情况联系起来,通过对人力资源、资产经营、电网建设的分析,在现代管理理论和理念指引下,从理顺管理体制、深挖人力资源管理潜力、进一步提升经营管理水平、加快建设坚强现代电网等四个方面,提出建设现代县级供电企业的方式和方法,并企望在现实应用中取得实效。
Rural power supply network is an important part of China is a large agricultural country, electricity is growing rapidly in rural areas, rural power network in the whole play an increasingly important role. Supply enterprises of power supply is primary and basic, as the direct management of rural electricity, the power of modern management to implement significant social and economic benefits: for power supply enterprises, can improve the power supply and demand tension, improve power system security and stability and economy, improve power supply reliability and service level; on electricity customers can get better services and real terms; for society, can save energy. However, in reality, human resource management of power supply in the personnel structure and wage distribution unreasonable excessive burden on the insurance, and asset liability management in the high rate of strict financial control, low utilization of funds, management and loss safety risks, power grid construction in the duplication serious, lagged behind in development, construction costs are high. This article based on a typical county power enterprises - limited liability company Guixi City Power management understanding of the individual characteristics of the Guixi and the general situation of power supply link, through human resources, assets management, analysis of grid construction, in modern management theory and concepts under the guidance, from the improve the management system, root out the human resources management potential, to further enhance the management level, accelerate the construction of a strong four aspects of modern power grid, proposed construction of a modern county ways and means of power supply enterprises, and expect to achieve substantial results in real applications.
