海事行政执法计算机辅助系统的研制
摘要
本课题针对海事行政执法中船民反映的船舶报港接受检查时携带的船舶证书多、检查手续繁杂、耗费的时间多、船舶滞港时间长以及海事行政执法人员在对船舶实施检查、行政处罚时劳动强度大、存在办事效率低、办案质量不高等实际问题，在Windows98系统支持下，运用DELPHI、COOLEDIT、SQL、PHOTOSHOP5.0等工具开发出了具有船舶安全检查登记、海事行政处罚、数据统计查询、文明用语、法规浏览等多项功能的海事行政执法计算机辅助系统，用计算机替代传统的手工劳动。通过将船舶的基础技术资料和动态运行资料进行登录并实施有效存储、通过建立海事行政方面的法律法规与船舶违法行为之间的对应关系，研制实用、可靠的计算机软件，实现了船舶检查登记“三个一”即一次性全面登记、一本《签证簿》报港、一分钟证书检查和行政处罚“三个0”即文书填写不合格率为0、程序不合法率为0、适用条款错误率为0的目标。大大简化了船员办事手续，减少了船舶滞港时间，减轻了海事执法人员的劳动强度，确保了海事行政处罚公正、公开，提高了执法水平和办案质量。该课题创新了海事管理思路，成果处于国内同行业领先水平，填补了国内一项空白，收到了显著的社会经济效益。文中第1章介绍了课题的来源和背景，阐述了课题研究的必要性。第2章讨论了课题研究开发的理论依据和方法。第3章对系统应当达到的主要功能的10大模块进行总体设计。第4章介绍了系统的主要功能的详细设计过程和具体成果。第5章重点介绍了系统软件的测试方法和结果。第6章归纳出了课题研究的10个创新点和研究的结论，对系统推广应用价值做了乐观的展望，对系统存在的不足进行了实事求是的分析。
This subject aims at some practical difficulties in marine execution which are reflected by crews. For example,when a ship get to a port ,several certificates could be examined. There are many other problems .The procedures of examination are so complex that it takes a long time foe the ship to wait in the port and when checking a ship or carrying out punishments, the officers have a heavy working intensity compared with a low efficiency and quality. In this case, with the use of Windows98, many tools such as DELPHI, COOLEDIT, SQL, PHOTOSHOP5.0 are used to develop a multi-purpose computer aided system. It can check the safty of marines, punish wrong marine executions, inquire data statistics, use civilized words and look through the marine laws. It's computer to take the place of traditional hand working.
By means of storaging the basic technological information and dynamic working data of a ship, and through building up the correspondence between the marine execution laws and illegal actions, practical reliable computer softwares accomplish. "Three Ones" and "Three Zeroes", the former stand for: the papers of wrong writing, wrong use of applicable rules and illegal procedures are zero. Those softmarces simplify the procedures, reduce the waiting time of ships and lighten the working of marine workers. They ensure the punisment in execution to be fair and open. They increase the standard and quality of working. The subject innovates the thread of administration in marine, fills up the blank in the country. In practice, the prominent economy effects which takes the leading among confreres are achieved.
Chapter One makes an introduction of the origin and background of the subject;
Chapter Two discusses the theoretical accordings and methods of the subject research; Chapter Three carries out a general design towards ten model pieces of many functions which the system would accomplish; Chapter Four introduces the detailed designing process and the specific achievements of main function; Chapter Five pays more attention to the introduction of test ways and results; Chapter Six sums up ten creative ideas and makes a conclusion in the research. It forsees the wide use of the system in the future. Also it optimistically makes an objective analysis of the defects of the system.
