舟山辖区船舶监控综合信息系统开发研究

摘要
信息技术的迅速发展推动了电子海图技术的不断进展,并为电子海图的进一步发展提供了所需的软硬件平台。舟山辖区位于中国大陆海岸线的中部,长江口南侧,航海业较发达,对于船舶监控功能要求较高,电子海图显示与信息系统(Electronic Chart Display and Information System,ECDIS)具备海图显示和监控功能,方便航海工作人员进行船舶监控。但现有的电子海图系统只具有一些基本的功能,因此功能更加强大、监控信息更多的电子海图系统越来越成为航海工作人员的一种需求。
     本文以舟山辖区为研究区域,以电子海图软件EC-IVMS为丌发平台,建立了ECDIS基础平台,进行了相关功能扩展:增加了生成海图数据库功能,可以导入满足S-57标准的海图;接收SAIS(Small Automatic Identification System)信息,实现电子海图的网络化,共享SAIS信息:把气象信息进行数值化,再把数值化的气象信息融入到数据库中,最后利用ECDIS可把数值化的气象信息带到可视化的空间当中,使一堆枯燥的数据变成了直观的图形。实现气象数据信息在电子海图中可视化的应用研究相对较少,本文对此作了一些初步的尝试。本文所作的主要研究工作及创新性可以体现在以下几个方面:
     1)生成海图数据库。导入多个标准海图文件,生成一个海图数据库文件。
     2)SAIS船位信息在电子海图中的显示。远程连接SAIS服务器,实时接收SAIS信息,在电子海图中实时显示SAIS船位信息,在电子海图服务器中建立数据库来实时存储接收到的船位信息。根据条件查询数据库中SAIS信息,实现船位信息回放。根据条件进行船舶定位。
     3)风、浪、流、在电子海图中的可视化。系统详细讲述了等值线的原理,并利用等值线原理实现了水位在电子海图中的可视化,并读取相应模式产生的风、浪、流文件数据信息,实现它们在电子海图中的可视化。
The rapid development of information technology promotes the sustained improvement of ECDIS (Electronic Chart Display and Information System, ECDIS), and, it also supplies hardware and software platform for the further development of electronic chart technology. Zhoushan district situated on the center of Chinese coasting, also the south of the Changjiang river inlet, has a developed seafaring, so it definitely needs high level for vessel monitoring and management. ECDIS is convenient to navigation workers to monitor and control the vessel owing to owning functions of chart displaying and vessel monitoring. While current electronic chart usually owns basic functions, so the electronic chart that has more functions and can contain more information becomes navigation workers' requirement.
     In this thesis, basic platform of ECDIS is built, based on the electronic chart software of EC-IVMS and the Zhoushan district as the research area. Moreover, some relative functions are extended in the ECDIS: additional of the function of building the chat database, which makes it import the S-57 standard chart; receiving and sharing SAIS(Small Automatic Identification System) information, thus the network of electronic chart is realized; making the weather information become data, then saving them in the database, and finally, bringing them into the visual space by ECDIS, like this way of which makes a pile of bald data become the direct viewing picture. The application research of the visualization of weather data information in electronic chart is less at present. Some attempts are done in this thesis. The main research works of this thesis are as follows:
     1) Chart database is built and several standard chart files are imported into ECDIS. Hence database file is built.
     2) Showing SAIS in ECDIS. By remotely connecting SAIS server end and synchronously receiving the SAIS, the vessel information is synchronously displayed in ECDIS and database is built to store the receiving vessel information. The SAIS information is sought in the database to realize the information redisplaying of the vessel position according the real condition and therefore the vessels position is confirmed.
     3) The visualization of wind, current, wave in ECDIS. The isoline theory is narrated with which the visualization of water level is realized. Besides, under the corresponding model, the data of wind, current and wave are read, so the visualization of these is realized in ECDIS.
