浙江省林业产业发展战略研究

摘要
在森林资源稀缺的限制条件下,浙江省林业产业却取得了快速发展,成为全国林业产业发展的重点区域之一。浙江省林业产业的快速发展一方面形成了对浙江省森林资源供给的前向带动,促进了生态环境的改善;另一方面,有力地带动了社会就业,推动了山区经济结构的调整与优化,成为山区农民脱贫致富的重要途径。鉴于经济性、生态性和社会性特点,浙江林业产业在浙江国民经济中处于非常重要的位置,符合浙江循环经济的发展要求。要保证浙江省林业产业可持续发展,继续发挥其经济、生态及社会功能,研究与制定浙江林业产业发展战略,就显得尤为必要。正是基于此背景,论文围绕浙江林业产业发展战略这一主题,展开了相关研究。本研究主要围绕以下五个问题展开。
     第一,浙江林业产业发展概况及特征分析。论文从产业规模、产业结构、产业布局等几方面进行了情况介绍,并总结出产业发展中表现出的主要特征,以形成对浙江林业产业的感性认识。
     第二,浙江林业产业发展战略目标的确定。论文从分析浙江省大力发展循环经济以及建设现代林业的背景出发,阐明了林业产业对于推动浙江省循环经济以及现代林业建设目标的实现具有难以替代的作用;在此基础上,通过对形成产业竞争力的两种来源(比较优势与竞争优势)的比较,探讨了浙江省林业产业发展战略制定所要依据的理论基础;依据浙江省生态立省战略背景,结合竞争优势战略思想,提出了浙江林业产业发展战略目标。
     第三,浙江林业产业发展战略影响因素分析。论文选择经典的竞争优势理论——钻石模型为分析工具,从生产要素、需求条件、企业战略和结构、相关支持性产业等方面进行了浙江林业产业发展的内部因素分析,从政府和机会两方面进行了外部因素分析。此外,运用灰色系统模型对浙江林业产业的关联度及结构变动趋势进行了预测,为浙江林业产业发展战略选择提供了实证依据。
     第四,浙江林业产业发展战略选择。在明晰发展战略的内外影响因素以及产业结构变动趋势的基础上,论文借助SWOT分析工具,提出了浙江林业产业发展的SO战略、ST战略、WO战略、WT战略。
     第五,浙江林业产业发展战略的政策保障体系设计。政策对于产业发展具有外部助推和导向作用。为了保障浙江林业产业发展战略顺利实施,论文从产业资源、产业组织、产业布局和产业技术等方面进行了政策体系设计。
     论文的创新之处在于以下三个方面:
     第一,首次系统地研究了浙江林业产业发展问题,运用经典的竞争优势理论——钻石模型,对影响浙江林业产业发展的主要因素进行了系统性考察,并提出了浙江林业产业发展思路和建立在竞争优势基础上的产业发展观,为浙江林业产业发展战略的制定与选择提出了现实可行的建议。
     第二,首次创造性地对省级林业产业结构进行定量动态分析,特别是运用灰色理论模型的动态关联分析方法和产业关联度指标,对浙江林业产业结构变动情况进行了测度,提出了浙江林业产业内部结构的变化趋势及对产业整体成长的影响,为政府制定产业政策提供了科学的实证依据。
     第三,首次创造性地将SWOT战略分析模型运用于浙江林业产业战略的分析和选择,特别是将世界金融危机等因素带入战略分析,将浙江林业产业发展战略的选择建立在科学与现实以及可操作的基础上。
Zhejiang Forestry Industry has achieved a rapid development and become to be one of the important development regions in China under the restrictions on the scarcity of forest resources.Its rapid development,on the one hand,promoted the supplement of forest resources and improved the ecological environment;On the other hand,it led the social employment,sped up the adjustment and optimization of economic structure in mountainous areas,and became to be an important way of getting rid of poverty for farmers in mountainous areas.In view of its economic,ecological and social characteristics,Zhejiang Forestry Industry plays an important role in Zhejiang national economy,and this also meets the requirements of the development of circular economy of Zhejiang province.Therefore,it is particularly necessary to research and establish one development strategy of Zhejiang Forestry Industry for ensuring its sustainable development and continuing to play its economic,ecological and social functions.It is precisely because of this background,the thesis focuses on development strategy of Zhejiang Forestry Industry and Carries out related research.In this study,we mainly concentrate on the following five issues.
     (1)Overview and analysis of the development of Zhejiang Forestry Industry.The thesis introduces the general situation from the industrial scale,structure,layout and other aspects and sums up the main features showing during the industrial development.
     (2)Establishment of Strategic objectives for the development of Zhejiang Forestry Industry.The thesis starts from analyzing the background of vigorously developing the circular economy and building a modern forestry in Zhejiang,explains that Forestry industry plays an irreplaceable role for promoting circular economy in Zhejiang as well as the realization of the construction of modern forestry;Based on this,the thesis discusses the theoretical basis for the establishment of industrial development strategy through the comparison of two sources(comparative advantage and competitive advantage) which generate Industrial competitiveness;Then based on the strategic background of Zhejiang and combined with the strategic thinking of competitive advantage,the thesis puts forward the strategic objectives for the development of Zhejiang Forestry Industry.
     (3)Analysis of strategic impact factors for the development of Zhejiang Forestry Industry.The thesis chooses a classic theory of competitive advantage--Diamond model as an analysis tools,and internal factors for the development of Zhejiang Forestry Industry are discussed from production factors,demand conditions,corporate strategy and structure,related support industries and other aspects;External factors are discussed from government and opportunity.In addition,relational grade and structural changing trend are predicted by using Gray System Model,this provides a demonstration for choosing our development strategy.
     (4)The choice of development strategy of Zhejiang Forestry Industry.After understanding the internal and external factors,as well as industrial structural changing trend,by means of SWOT analysis tool,the thesis provides SO strategy,ST strategy,WO strategy,WT strategies of development strategy of Zhejiang Forestry Industry.
     (5)The design of policy security system for development strategy of Zhejiang Forestry Industry.The policy plays a Propellant and guidance role for industrial development.In order to endure carry development strategy of Zhejiang Forestry Industry into execution,the thesis makes a policy design from the industrial resources, organization,layout and technology,etc. Innovation of the thesis lies in the following three aspects.
     (1)The thesis studies firstly and systematically the development of Zhejiang Forestry Industry.By applying the classic theory of competitive advantage---Diamond model,the thesis makes a systematic study on the major factor which is related to the development of Zhejiang Forestry Industry,proposes development ideals for Zhejiang Forestry Industry and industrial development views based on Competitive advantage,and gives some feasible suggestions for the formulation and selection of development strategy of Zhejiang Forestry Industry.
     (2)The thesis provides firstly a Dynamic Analysis of Quantitative for Provincial forestry industrial.In particular,by applying Dynamic correlation analysis methods of Gray theory model and Industry target correlation,the thesis makes a measure for the changes of structure of Zhejiang Forestry Industry,and gives the Change trends of internal structure of Zhejiang Forestry Industry and its impacts on the growth of whole industry.This provides a scientific basis for the government to formulate industrial policy.
     (3)SWOT strategic analysis model is firstly applied in the analysis and selection of Zhejiang Forestry Industry Strategy in the thesis.In particular,the thesis brings some factors such as the world financial crisis into the strategic analysis,and sets up the choice of development strategies of Zhejiang forestry industry on sciences,realities and some operational bases.
