食品供应链控制区质量安全管控理论与方法研究

摘要
食品是人类最基本、最重要的消费品。食品安全是保障人民群众身体健康和生命安全的基础,是人类的一项基本权利。食品质量安全状况是一个国家经济发展水平和人民生活质量的重要标志。近年来国内外发生的食品安全事故一次次警示我们,食品安全已成为事关全局的重大问题,人民群众对食品安全越来越关注,食品安全对经济、社会、生活的影响越发广泛而深入。
     本文在对比研究国内外食品供应链质量安全管理领域的多项研究成果基础上,认为加强食品质量安全管控必须摒弃传统割裂供应链、实施分段监管的办法,同时也必须抛弃传统供应链空间冗长、不利于统一监管的模式。应该依据国际农业和食品安全标准、通过管理模式创新、促进信息技术与现代农业、食品供应链的有效融合,建立基于全球数据同步网络和物联网的全过程安全追溯系统在内的控制区食品供应链安全管理解决方案,并统一产业链数据标准、搭建信息支撑平台和数据挖掘应用,构建“事前预警、事中控制、事后追溯”的完整食品质量安全管理体系。
     在此基础上,首次提出了食品供应链控制区质量安全管控理论与方法,并进一步提出国际上对供应链的研究主要集中在供应链的组成、多级库存供应链的财务等方面,主要解决供应链的操作效率问题,很少涉及供应链做为一种战略性管理体系的质量控制功能,认为供应链管理正在向两个战略目标演进:一是关注现金周期并逐步形成供应链金融体系;二是关注各节点质量安全控制并逐步形成供应链质控体系。而且,伴随基于物联网技术的食品供应链风险控制方法引入,使控制区食品供应链的质量安全“第三方”管控方法成为现实,从而实现控制区食品质量安全管控体系质的飞跃。
     此外,基于食品安全的控制区供应链理论的提出,也对控制区内农村城镇化方式、农业生产方式、农民生活方式等提供了产业化经济性基础平台。按照控制区质量安全的技术要求,农民必须集中居住,按照低碳经济要求,实现生态型居住和生活,使农村城镇化方式和农民生活方式发生根本性转变。同时,农业生产作业方式必须在现有联产承包责任制基础上进一步按照市场取向演进为专业合作社经济,从而进一步带动农村政治、经济、社会、文化的深化改革和发展。这既是本文研究所衍生的行政管理领域的理论和实践意义,也是农村经济体制改革的一种方法论的创新。
     本文最后选取中国新加坡(吉林)食品区作为案例,应用食品供应链控制区质量安全管控理论与方法进行了实证研究,比较系统的设计了中国新加坡(吉林)食品区质量安全管控体系。
Food is the basic and most important human consumption goods. Food safety is the foundation for protecting people’s life and health; it’s a foundamental human right. Food safety is also an important symbol of national economic development and people's quality of life. In recent years, domestic and international food safety incidents occur again and again, which warns us that food safety has become a major issue with an effect on the overall situation. People become increasingly concerned about it. Food safety has a more extensive and thorough impact on economy, society and people’s daily life.
     This dissertation does a comparative investigation of domestic and international food supply chain quality and safety management studies, and comes to a conclusion that to enhance food quality and safety administration we must abandon the traditional implementation of sub-regulation on fragmented supply chains, but also we must abandon the traditional supply chain model which is too long to be conducive to unified regulation. It should be based on international agriculture and food safety standards, through management innovation to promot the effective integration of information technology, modern agriculture and food supply chain. It should also be based on Global Data Synchronization Network and internet of things techonology to build up food supply chain safety management solutions, including supply chain traceability system. On the whole, by unifying supply chain data standards, setting up infrastructure information platform and developing data mining applications to build an "advanced warning, forward tracking and backward tracing" food quality and safety administration system.
     On that basis, for the first time this disseration presents the controlled region based administration theory and methods for quality and safety of food supply chain, and further points out that the majority of international supply chain research focuses on the composition of the supply chain and financial issues of multi-level inventory supply chain. They mainly solve the operational efficiency problem of supply chain, but rarely consider the quality control function of supply chain as a strategic management system. This dissertation comes up with the opinion that supply chain management is evolving to two strategic goals: one pays attention to cash cycle and leads to a financial system of supply chain step by step; the other concerns about quality control of each node and gradually forms a supply chain quality control system. Moreover, with the introduction of food supply chain risk control methods based upon internet of things technology, it’s going to become a reality that the quality and safety of food supply chain in a controlled region is administrated by a“third party”. Thus, the administration system of food quality and safety in the controlled region will improve to a significantly higher level.
     In addition, controlled region based administration theory of food supply chain will provide an industrial and economic foundation platform for the countryside urbanization in the controlled region, the agricultural production way, the change of farmer life style and so on. According to the quality and safety specification and low-carbon economy request of the controlled region, the peasants must live concentratedly and ecologically, and so the countryside urbanization way and the farmer life style will have a fundamental transformation. At the same time, the agricultural operating type must further evolve to a more specialized cooperative economy deferring to the market orientation, and this evolution is based on the existing Household Contract Responsibility System. It will further deepen the countryside political, economical, social and cultural reform and development. All of the mentioned statements are theoretical and practical significance that this thesis brings to the administrative areas of the rural economic reform, and is also a kind of methodology of innovation.
     Finally, this dissertation takes the case of the China-Singapore Food Park of Jilin Province to do empirical studies applying the controlled region based administration theory and methods for quality and safety of food supply chain. As a resut, it has designed a comparatively systematic food quality and safety administration solution for the China-Singapore Food Park of Jilin Province.
