软件外包企业技术能力成长机制研究

摘要
随着经济全球化和信息技术的飞速发展,软件产业逐步渗透到国民经济和社会生产的各个方面,成为我国国民经济体系中的基础性、战略性、先导性产业。软件外包作为软件产业重要分支,越来越受到各国政府的重视,成为促进经济发展的重要增长点。近几年来,我国软件外包企业在承接国际软件外包上取得了一定成绩,在软件外包服务市场迅速发展。然而由于我国软件外包企业规模较小、技术能力不足,在竞争激烈的国内外产业环境中,面临着能否在竞争中求得生存和发展的严峻挑战。因此,如何快速、有效的提升企业技术能力成为我国软件外包企业发展的关键所在。
     国内外许多学者对技术能力的内涵、影响因素、提升机制、演化过程方面进行了有益的探讨,但对于技术能力的成长机理等研究还有待于进一步深入与量化。尤其对具有明显行业、产品特征的软件外包企业来说,其技术能力的成长模式、成长机制等方面急需深入研究。有鉴于此,本文从软件外包企业特性出发,采用系统动力学、演化博弈等方法,探讨了软件外包企业技术能力成长模式、成长机理和成长促进机制。论文的主要研究内容如下:
     内部研发和技术合作是企业技术能力的成长两种主要模式。因此,软件外包企业需要根据自身情况在内部研发和技术合作之间进行博弈,选择企业技术能力成长模式。同时企业与企业之间的经济博弈是反复持续的,不可能通过一次博弈达到均衡状态;并且企业之间面对还是一种信息不完全的环境,因此他们的决策不可能是完全理性的,而是有限理性的。有鉴于此,考虑企业技术水平差异、信息不对称以及政府研发补贴,在有限理性条件下,运用演化博弈方法对软件外包企业技术发展过程中,内部研发和技术合作两种成长模式的选择机制进行了分析,建立了技术能力成长模式选择的复制者动态模型,寻找其演化稳定策略,并对其结果进行分析。
     运用系统动力学建模方法和仿真技术从动态角度研究软件外包企业技术能力成长过程。依据企业技术能力积累方式的差异,从企业内部研发以及技术合作研发两个方面构建软件外包企业技术能力成长的系统动力学模型,阐明技术能力发展过程中的各变量之间的动态关系。并分别构建了技术合作模式下的企业技术能力成长子模型和内部研发模式下企业技术能力成长子模型,探讨了企业间技术合作、企业与技术转移中心合作以及与高校、科研机构合作对企业技术能力的影响机理,以及人力资本与物力资本关系以及研发激励制度对企业技术能力成长的影响,阐明企业技术能力成长机理。
     从技术能力成长动力测度和技术能力激励制度两方面研究了软件外包企业技术能力成长促进机制。分析软件外包企业技术能力成长动态过程,从技术成长的外部动力、内部研发动力以及技术合作动力三个方面提出了软件外包企业技术能力成长动力评价指标体系。同时考虑到其测度体系指标之间不具有独立性,所以不适合采用传统的线性评价方法,如模糊综合评价法等。因此采用模糊测度和模糊积分理论,构建软件外包企业技术能力成长动力测度模型,并对大连三家软件外包企业调查数据样本进行了实证分析,以验证模型的科学性与可操作性。同时分析了软件外包企业技术能力成长激励的内涵,激励对象的特点和需求,研究了软件外包企业技术能力的主要激励因素并从薪酬、工作、环境和成长方面给出了激励措施模型。
     本研究为提升软件外包企业技术能力提供了理论与方法的支撑,有助于增强软件外包企业持续竞争优势。
With the rapid development of economic globalization and information technology, the software industry which gradually penetrates into various aspects of the national economy and social production, has become foundational and strategic industry of China's national economic system. As an important branch of the software industry, software outsourcing has been paid more attention by governments, and has become new economic growth point. In recent years, software outsourcing enterprises in China have harvested many fruits in both domestic and overseas markets. However, for Chinese software outsourcing enterprises, the scale is smaller and the technical capability is insufficient, so software outsourcing enterprises in China are facing critical challenges under the increasingly intensive competition environment. Therefore, promoting the enterprise technical capability quickly and effectively has become the key factor to advance the development of the software outsourcing enterprises.
     Many scholars at home and abroad have studied the connotation, influence factors, promotion mechanism and the evolution process of technical capability, but the research on the growth mechanism of technical capability is not sufficient. Especially the technical capability growth mode and growth mechanism of software outsourcing enterprises which have evident characteristics of industry and product, are in urgent need of research. In view of this, based on the software outsourcing enterprise characteristics, this paper discusses the growth mode, growth mechanism and growth promotion mechanism of technical capability of software outsourcing enterprises by using the system dynamics and evolutionary game theory. The main contents of this paper are as follows:
     Internal research and technical cooperation are two main enterprise technology capability growth modes. Therefore, software outsourcing enterprises need to play game between internal research and technical cooperation according to their own conditions, and determine the growth mode of enterprise technology capability. At the same time, the economic game between enterprises, which is repeated and continuous, could not achieve balanced status through one-time-game. Furthermore, under incomplete information environment, enterprises'decisions are bounded-rational rather than completely rational. So considering the enterprise technical level differences, information asymmetry and the government R&D subsidy, this paper uses evolutionary game theory to analyze the selective mechanism between internal research and technical cooperation in the course of technical development of software outsourcing enterprise, and based on this, establishes the copy dynamic model of technical capability growth mode choice in order to seek its evolutionary stable strategy, and analyzes the results.
     From the dynamic perspective, this paper studies the growth process of software outsourcing enterprise technology capability by using system dynamics modeling and simulation technology. According to the different accumulative means of enterprise technology capability, this paper builds the system dynamics model of technical capability of software outsourcing enterprises on both internal research and technical cooperation, and illustrates the dynamic relations among the variables. Besides, Sub model of enterprise technology capability based on technical cooperation and the one based on internal research are respectively structured. Then the influence mechanism of technical cooperation between enterprises, technical cooperation between enterprises and technology transfer center, and technical cooperation between enterprises and universities and research institutions to the technical capability is analyzed, so is the impact of human capital relations, physical capital relations and R&D incentive systems to technical capability, and based on these analysis, the enterprise technology capability growth mechanism is clarified.
     This paper also studies technical capability growth promotion mechanism of software outsourcing enterprises from two aspects, one is technical capability dynamic measure and the other is technical capability incentive systems. After the analysis of the dynamic process of technical capability growth, an evaluation index system of technical capability of software outsourcing enterprises is presented. The indexes are not independent, so the traditional linear evaluation methods, such as fuzzy comprehensive evaluation method, are not applicable. This paper adopts the method of fuzzy measurement and fuzzy integral to build dynamic measure model of technical capability of software outsourcing enterprises. Then, the empirical analysis on investigation data from three software outsourcing enterprises is conducted to test the scientificalness and operability of the models. In addition, this paper analyzes the connotation of technical capability incentive and the features and requirements of the incentive objects, and studies the main incentive factors of technical capability of software outsourcing enterprises. Based on the above analysis, concrete incentive steps are given in four aspects: payment, work, environment and growth.
     The research provides theory and method for the growth of software outsourcing enterprise technology capability, and helps to strengthen sustainable competitive advantage of software outsourcing enterprises.
