数字化城市治理研究

摘要
随着社会生产力的不断发展,人们生活水平不断提高,信息传递日益加快,传统的单一的行政管理手段应对复杂的城市公共事务已是力不从心。唯有加快推进城市公共管理方式的改革,提升服务水平才能适应新形势下社会发展对政府管理提出的要求。新公共管理与数字革命创新了政府的城市管理模式——数字化城市管理新模式应运而生。数字化城市管理新模式是综合利用计算机技术、无线网络技术、信息化技术等数字技术,通过建立城市管理信息系统和创建新的城市管理体制,采用“万米单元网格法”等新方法而形成的城市管理运行的新架构。
本文始终立足于我国的城市治理的实际,以10多年前我国城市管理体制改革为视角,揭示城市管理这个领域相对集中行政处罚权与综合执法改革的矛盾与统一,从而为理解我国数字化城市管理试点工作的必要性,对其进行理论阐释奠定基础。本文同样着力于对试点城市——扬州市开展的此项工作进行实证分析,总结试点工作的经验和不足,进一步探讨数字化城市治理的体制、运行模式和实施机制,提出行之有效的配套措施,为我国中心数字化城市治理的全面推广乃至进一步完善提供建议和对策。
Along with continuous development of the social productivity, people's living condition is constantly improved. The information delivery speeds up day by day. Traditional means of management dose not fit in with the complicated city public affairs.
Only quickly pushing forward the reform of public management method in the city and promoting service level can we be adapt to new situation in which the society development requires the government to make greater effort. Recent public management and digital revolution innovates governmental digitization management.
New mode of digitization management in city is the digital techniques, such as technique and information-based technique etc. to make use of computer technique and wireless network and pass to build up management information system in city and establish management system in the new city and adopt "ten thousand meter unit mesh method" to form the new structure of the city management.
This dissertation, based on the reality of city management, reveals the contradiction and union of punishment and reform of law in the city management, and expounds the necessity of digitization city management. The dissertation also analyses the practical work of yangzhou city, as a experiment in this new reform of city management, summarizing the shortage and experience of experimental work, exploring new systems and new effective measures for digitized city management.
