高速公路收费合理性的理论研究
摘要
高速公路的快速发展，极大地促进了整个社会经济的发展。对高速公路来讲，合理的收费标准不仅关系到已建高速公路的有效经营管理，关系到高速公路拥挤、安全和污染问题的有效解决，更关系到社会资源的合理配置，关系到未来高速公路建设的可持续发展。因此，如何根据我国的实际情况，针对某一具体的高速公路确定一个合理的收费标准，成了高速公路经营管理研究中的重点。本文对高速公路的收费标准进行了探讨，并主要突出了如下几个方面：
■ 收费交通量与收费标准之间的相互作用关系
■ 收费交通量预测，重点分析了收费交通量中转移交通量的预测
■ 收费总额预测，并结合收费交通量建立了收费标准预测模型。考虑到实际操作中可能遇到的情况，给出了收费标准的评估模型
■ 考虑到合理收费标准涉及到多方面的因素，分析了怎样在实际操作中对收费标准进行调整
The Freeway's fast development has extremely advanced the whole social economy of our country . As to the Freeway , an acceptable toll standard is not only related to the effective operation and management of the built Freeway , to the effective solution of the Freeway's congestion safety and pollution , but also related to the reasonable serve of the social resources , to the sustainable development of the future Freeway's construction . According to the existing conditions of our country , it has become a focus in the research on the Freeway's operation and management to settle an acceptable toll standard of a specific Freeway . This paper dealt with the Freeway's toll standard with emphases on the following aspects :
The interaction between the traffic volume of toll and the toll standard
The forecast of the traffic volume of toll , putting stress on the transferred traffic volume
The forecast of the toll sum , then associating with the traffic volume of toll , set the forecast model of toll standard . Considering the problems that will arise in its application , offered the evaluation model
In view of an acceptable toll standard involving various factors , stressed how to adjust the toll stand in its application
