外资综合管理系统的建设与应用研究

摘要
“扩大对外开放,发展开放型经济”是我国重要的方针政策。在不断优化升级的外商投资领域,函需出台科学合理、符合时代潮流和未来发展方向的改革方案,以满足外资从以注重量为主的粗放式发展向以注重质为主的集约式发展的现实要求。因此,在外资管理领域,应用现代化的IT管理手段,搭建综合的外资管理系统,就变成了迫在眉睫的紧迫需求。但是必须看到,我国政府与外资相关的信息化现状是:各级政府分头建设;围绕不同主题分批建设;数据资源分头存储;各自为政。这些原因造成外资综合管理系统的建设存在以下难点:外资业务专业性极强;项目建设涉及到多个政府行政部门协调;建设内容涵盖范围广;项目实施内容包括不同政府机关的不同信息系统整合。因此,外资综合管理信息系统的搭建殊为不易,尤其是对整个项目的项目管理提出了较高的要求。在实际的工程实践中,必须采用先进的项目管理理念,应用成熟的项目管理体系,实施完善的项目质量保证体系,才能够保证项目的平稳、顺利、成功地实施。
本文就是以外资综合管理系统为实践和研究对象,在深入研究项目管理先进理念和管理体系的基础上,结合外资领域管理系统的背景,现状和潜在问题,对项目管理在外资领域管理系统建设方面的应用进行了探索性的研究,主要内容如下:
1.通过研究中国利用外资的发展过程,利用外资的主要特点,成功利用外资的原因和入世后面临的挑战,阐明了外资领域信息化建设的背景。通过分析现有外资领域信息化系统建设的主要问题及其原因以及我国在外资领域行政监管方面所面临的挑战,论述了外资领域信息化建设的复杂性。
2.基于对项目管理的理念,项目管理体系的各个方面及相应特点的研究和分析,探索性地提出了在政府投资主导并使用的电子政务类信息化项目中,不能完全比对照抄传统的项目管理思想,而应对项目管理体系进行适当裁减,并适当增加外资管理行政过程的特性化内容;项目管理的方式也应从项目经理负责制,演变为多级政府部门协同的过程式管理,确立多方行政主体共同组成的项目领导小组协同负责制。
3.在上述理论分析和探讨的基础上,通过对建设外资综合管理系统项目管理的实证分析,阐述了如何应用上文提出的开创性的项目管理思想,在具体项目中进行各方面的规划、实施和控制,并全面总结了该系统项目管理的经验和成果。
“Expand Opening-up, Developing Opening Economy”is the firm guideline of China, while the foreign investment area, which is the main battlefield of development and opening-up, needs more scientific framework of reform in order to satisfy the practical demand of the transformation from quantity-centered foreign investment to quality-centered one. Hence, in foreign fund management, the application of modern IT management and construction of comprehensive foreign fund management system have become urgent. However, it should be noted that the present situation of informationalization of Chinese government is: constructed at different governmental levels, centered around different themes, data stored separately, and administrated respectively. The situation has caused the difficulties of development of supervision of the foreign fund, which are: the strong specialty of foreign fund business, projects involving several governmental coordination, the construction covering vastly, the implementation of the projects concerning different departments and information. Thus, it is especially difficult to construct the foreign fund comprehensive management system, especially for the whole management of the projects. In the practice of the projects, the advanced project management, mature project management system, the introduction of the quality supervision system are required to ensure the smooth practice of the projects.
The essay is the research of application and construction of project management on foreign fund management system, based on the project management theory, combined with the background of foreign fund management system, present situation and potential problems.
Explain the background of informationalization in foreign fund area through the study of China’s history of utilizing foreign fund. Raising the complicated characters the construction of informationalization in foreign fund area.
Based on the theory of project management, the research and analysis of aspects and relative characters of project management system, the author proposes that when the government invests and uses informationalized administration projects, it can not copy totally the traditional project management method. The government should make some certain reduction of the management system and appropriately add some special sections. The project management should also transform from the project manager responsibility to the coordination of governmental departments at different levels.
Based on the analysis and discussion of the above theories, through the analysis of Shanghai comprehensive management and supervision of foreign fund, the author explains the way to apply the above-mentioned theory of project management in concrete project, and also summarize the experience and result of the project management of that system.
