武汉市低收入家庭住房问题的对策分析和政策研究

摘要
住房不仅能遮风避雨,它更是一个家,对人们的心理和行为有着深远的影响。低收入家庭的住房问题更是各个国家在城市化进程中都会碰到的问题。我国是一个人口大国,且收入两级化差异明显,这使得低收入家庭的住房困难尤为突出。对武汉市低收入家庭住房问题的对策分析和政策研究,是以武汉市为实例来分析我国城市低收入家庭的住房困难,分析不足之处,总结成功之处,对我国解决低收入家庭住房困难具有现实意义以及指导意义。
首先从住房保障法律体系、运营管理体系、住房保障手段、金融财政保障以及保障住房的分配这五个角度对国内外低收入家庭住房保障制度建设情况进行了比较分析。
然后通过武汉市低收入家庭的实际住房现状以及住房市场供需情况来分析武汉市低收入家庭目前面对的住房困境;另外再通过对武汉市低收入家庭住房保障政策的研究来分析武汉市低收入家庭住房保障工作的现状。从这两个角度指出目前武汉市针对低收入家庭的住房保障工作实施的情况,取得的成绩以及存在的不足之处。
最后从管理运营体系、住房保障手段、金融财政保障制度以及住房的分配四个角度提出完善管理监督机制、完善租金补贴制度、落实配房租赁、适量发行地方公债、支持低收入家庭的住房贷款、适当扩大住房保障面等改善措施。
Housing is not just a shelter from the wind and rain, it's absolutely a home, that having far-reaching influence on human mind and behavior. In the course of urbanization, low-income families in every country may suffer from the housing problem. China is a populous country, as well as the larger income disparities, which makes the housing problem of low-income families particularly prominent. Talking on the countermeasure analysis and policy study of low-income families' housing problem in Wuhan, which takes Wuhan as an example to analyze China's urban housing problems of low-income families, finding the inadequacies and summing up successes, has its realistic and significance to dealing with China's low-income families' housing problem.
Firstly, comparison analysis of housing assurance of low-income families at home and abroad from aspects of housing security legal system, operation management system, the housing support means, financial security and the distribution of policy-based houses.
Secondly, analyzing the housing plight, low-income families confront in Wuhan, from the actual housing status and the demand/supply in the housing market. And on top of that analyzing the housing security status through the housing assurance policy study. From the two sides, indicating the achievements and deficiencies the housing security status quo of low-income families.
Finally, advancing some improvement measures perfecting the management and supervision mechanism, improving the rental subsidy system, fulfilling the allocate of public house, issuing local bonds, supporting low-income families' housing loans and expanding housing support scope from the aspects of operation management system, housing support means, financial security and the distribution of policy-based house.
