城市基础设施投融资方式研究

摘要
从世界经济的发展趋势看，要分享经济全球化的好处，很重要的一条就是要建立现代化的城市。建设好一个现代化的城市相当于给区域经济领到了一张参与经济全球化、资源全球配置的入场券、资格证。没有这个入场券、资格证，整个区域经济都将被排除在经济全球化的过程之外。因此，实施城市化战略，加快城市化进程，是21世纪初期我国经济社会发展的重大课题，也是我国到21世纪中叶基本实现现代化必须完成的历史任务。
我国城市化的发展遇到的首要制约“瓶颈”就是受生产力发展水平制约的城市建设资金短缺的矛盾，这一矛盾伴随着我国城市化进程的加快而显得愈加紧迫和突出。
本文从理论与实践的结合上，揭示了当前城市建设的资金矛盾，在借鉴国际经验的基础上，分别论证了城市基础设施政府投融资、项目投融资和市政债券三种主要的投融资方式在我国的运用，并提出未来一定时期我国城市基础设施融资模式的发展方向。
本文共分五章：第一章为导言，提出本文的基本概念和选题的意义，并简要介绍了城市基础设施投融资的理论基础——公共物品理论；第二章在对城市基础设施内部分解和投资主体界定的基础上，借鉴国际经验反思我国的政府投融资方式；第三章着重论述BOT和ABS方式在我国的运用，分析这两种融资方式在实践中应注意的问题，提出内资BOT的操作方案和ABS方式的国际运作；第四章参照国际惯例，设计了我国发行市政债券的试行方案，分析了我国发行市政债券应注意的问题；第五章在前面论述的基础上，比较了世界上两种典型的城市基础设施融资模式，界定了我国城市基础设施融资模式，提出了发展我国城市基础设施融资模式的政策建议。
According to the trend of world economic development, building a modern city is one way to share the benefit of economic globalization. Building a modern city is equal to having a ticket or qualification certificate to participate in economic globalization and the global resources allocation, or else the whole regional economy will be excluded out of the course of economic globalization. Therefore, employing urbanization strategy and speeding up the process of urbanization is a pressing problem in Chinese economic and social development in the beginning of the 21st century and a historical task that has to be accomplished by the mid 21st century in order to attain the goal of modernization.
The first bottleneck in Chinese urbanization is the lack of funds in city constructions, which is constrained by the development of productivity. And the bottleneck becomes more pressing and conspicuous with the speeding up the process of urbanization.
With the combination of theory and practice, this thesis reveals the financial shortage in the present city construction and expounds on the basis of referring to international experience the practice of three major funds raising approaches in China ----- city infrastructure construction governmental investing and funding, project investing and funding and municipal bonds. And what's more, the thesis puts up the development direction of Chinese city infrastructure construction funding pattern in the years ahead.
This thesis falls into five chapters:
Chapter One: introduction, the basic conceptions and the practical meaning of choosing the subject; a brief introduction of the theoretical foundation of city infrastructure construction investing and funding ----- public goods theory;
Chapter Two: retrospection upon Chinese governmental investing and funding mode in the reference of international experience after decomposing internally city infrastructure and defining the principal parts of investment;
Chapter Three: detailed exposition on BOT and ABS practice in China analyzing the problems arising in the practice of these two funding approaches and putting forward operating model of BOT in terms of domestic investment and the international operation of ABS mode;
Chapter Four: design of the trial pattern on Chinese issuing referring to international practice, and the analysis on the problems that may rise in the municipal bonds issuing process;
Chapter Five: comparison of the two typical city infrastructure construction funding patterns in the world and defining Chinese city infrastructure construction funding pattern, then the writer gives personal policy suggestions on developing Chinese city infrastructure construction funding pattern.
