电视媒体应对突发事件传播机制研究
摘要
“天佑不测风云,人有旦夕祸福”,人类社会的整个生存发展史,可以说是一个伴随着灾难和痛苦的历史,风雨雷电、自然灾害无时不在侵扰着我们的生活。虽然,社会的不断发展进步使得我们在面对灾害时不是手足无措,但对于突发、偶然而又危害极大的灾难而言,我们需要做的还很多,尤其是面对灾难时,人类天然具有的恐惧、害怕等情感的夸大流露、寻求事实而又无法得知的无助乃至一些蛊惑人心、危言耸听的言论更是对灾害的危机应对造成了巨大的困扰。针对这种情况,作为现代传媒主体的电视媒体的应急处置措施就显得至关重要。
对于我国而言,电视传播作为连接政府和社会民众沟通的桥梁,作为政府信息发布的主要载体,在面对灾难和危机时的作用更显突出,近几年来,我国可谓是多灾多难。2008年初发生了范围覆盖10余省市的大雪灾,发生了惨绝人寰的四川5.12汶川大地震；2009年末又一次的雪灾降临全国大半范围；2010年则是西部特大旱灾,南方却部分省市洪涝灾害,在青海玉树又发生了大地震,所有的这些事件都具有很大的偶然性和突发性,也最容易让公众在迷茫中产生猜测,如果应对不及时、处置不恰当,谣言、流言蔓延的情况发生是很难避免的。
基于上述现实情况,本文采用案例分析、逻辑演绎等方法,就电视媒体在突发事件传播的重要性和必要性,电视媒体建立突发事件传播机制的重要性和必要性,如何建立有效科学的应对传播机制等方面就电视媒体在政府,公众和媒体这个三角关系中如何正确定位,建立科学的应急传播机制进行阐述,期望能够对于电视传媒在突发事件应对中提供良好的参考建议。

For China, the government television broadcasting as a connecting bridge between the people and society as the main carrier of government information, in the face of disaster and crisis, the role of more prominent in recent years, China can be described as a troubled country. Based on these realities, this article uses case studies, logical deduction and other methods to spread of television media in the importance of emergency and necessity, the television media to establish the importance of emergency communication mechanisms and the necessity to establish an effective science communication mechanisms, so deal with the television media in the government, the public and the media how the correct positioning of the triangular relationship, to establish a scientific mechanism for emergency communication describes the hope that the television media in response to emergencies to provide a good reference in the proposal。

基于上述现实情况,本文采用案例分析、逻辑演绎等方法,就电视媒体在突发事件传播的重要性和必要性,电视媒体建立突发事件传播机制的重要性和必要性,如何建立有效科学的应对传播机制等方面就电视媒体在政府,公众和媒体这个三角关系中如何正确定位,建立科学的应急传播机制进行阐述,期望能够对于电视传媒在突发事件应对中提供良好的参考建议。
