应急物资储备模式及其储备量研究

摘要
自然灾害、事故灾难等突发事件的频繁发生,给人民群众生命及财产安全带来了巨大危害,对经济发展造成了一定影响。对突发事件的有效应对需要一定的应急物资储备,合理的储备模式及储备量能够在保障突发事件应对能力的基础上,提高资源利用效率,降低应急物资储备成本。但是,目前国内外学者的研究较多集中在突发事件发生后物资的筹集与调配决策等问题上,对于应急物资的储备研究相对较少。
     本文针对应急物资的储备模式和储备量展开研究。在对我国应急物资储备现状分析的基础上,确定了应急物资的三种主要储备方式。将这三种储备方式进行组合,得到五种可行的应急物资储备模式。通过DEMATEL方法对应急物资分级指标进行关系分析,确定以时效性为基准的应急物资分级模型,不同级别应急物资采用不同的储备模式。不同储备模式下,以保障能力为约束,应急物资供应链利润最大化为目标,确定总的应急物资储备量及储备量在不同储备主体之间的分摊,并通过政府对协议企业补贴金额的调整达到应急物资供应链协调。引入算例,利用VC++实现模型的算法,验证了通过应急物资分级确定储备模式进而确定储备量的可行性和有效性,以期对我国应急物资储备提供有益的借鉴。
The frequently occurring of natural disasters, accidents and other emergencies not only damage people's life and property tremendously, but also cause a certain effect on economic development. A reasonable reserve of emergency resources can raise the emergency response capacity and enhance resources'use efficiency. However, the scholars at home and abroad more focused on the collection and distribution of emergency resources, and there are less researchs on the reserve of emergency resources.
     This paper studies the reserve models and quantity of emergency resources. Current situation of emergency resources reserve in our country determines three major reserve ways, and then provides five feasible emergency resources reserve models by combining these three reserve ways. Analyzes the grading indicators of emergency resources through DEMATEL, builds the emergency resources grade model based on timeliness and elicits that emergency resources of different level should adopt different reserve models. Under different reserve models, determines the total amount of emergency reserve and the share between different reserve subjects, and then coordinates emergency resources supply chain through the adjustment of enterprise's subsidy in the condition of capacity constraint and emergency resources supply chain profit maximization as the goal. Finally, this paper employs rent reserve as an example, which implements the model's algorithm by VC++, to verify the feasibility and effectiveness of the method that determine the reserve model through the classification of emergency resources, and then calculates reserve quantity, in order to provide useful advice for emergency resources reserving in our country.
