AR公司水利水电工程索赔管理研究

摘要
在我国水利水电工程建设中,承包商索赔意识淡薄、不敢、不会、不愿索赔的现象普遍,这种状况严重制约了水利水电施工企业及工程索赔管理的发展。为此,本文以AR公司为例,针对公司水利水电工程索赔管理现状,提出相应的措施,以提高公司索赔管理水平。
     本文论述了索赔管理的基本原理,即索赔概念、原则、程序、依据及索赔的主要内容、定量分析,分析了索赔管理与工程项目其它职能管理的关系以及我国水利水电工程索赔管理现状,阐述了施工企业加强索赔管理的作用与意义。
     论文分析了AR公司各项制度建设情况、工程投标阶段索赔管理情况(如勘察施工现场、研究招标文件及合同谈判等)及工程实施阶段索赔管理情况,通过AR公司H水电站索赔管理案例分析,阐述了公司水利水电工程索赔管理的特点,其索赔管理现状具体表现为:对索赔认识不足、市场风险及索赔意识不强,索赔分析与控制体系不完善、缺乏索赔专业人才以及内部管理信息流通不畅。同时对公司的索赔管理优势与不足进行了评价,指出了AR公司索赔管理尚处于起步发展阶段。
     根据AR公司索赔管理的特点及现状,有针对性地提出了以下提高索赔管理水平的措施。
     1、坚持以人为本,通过建立良好高效的组织结构、培养索赔管理人才及建立索赔管理激励机制等措施实现加强索赔管理人才队伍的建设。
     2、通过成立索赔管理机构、建立索赔矩阵、规范档案管理,建立索赔管理信息系统,加强索赔管理过程控制,提高索赔管理水平。
Generally, contractors who undertake construction of water conservancy and hydropower projects are weak of project claim, they are uncertain, or unwilling or don't know how to clarm for the project, which restrict seriously the development of hydropower enterprises and its project claim management. The article takes AR company as an example to state its existing situation in project claim and gives some relevant measures of improving its claim management.
    In this article it demonstrates some basic principles , such as the idea , principle , procedure, basis and main content of claim and its quantitative analysis and studies relations between claim management and other functional management of the project and the existing situation of hydro electrical project claim management in our country, stating the meaning and function of strengthening claim management in construction enterprise. It analyses institutions consummating, claim management in the stage of project bidding (such as investigating jobsite, studying bidding documents and contract negotiation )and construction in AR company. By studying a claim case of H hydropower plant of AR company, it states the features of claim management of hydro electrical project and comments its advantages and disadvantages in claim management, pointing out that claim management is in the starting stage in AR company which details insufficient knowledge on claim, weakness in market risks and claim consciousness, claim analysis and control system is not perfect, lack of professional person in claim and internal information flow is not smooth.
    It gives out some measures of improving claim management in AR company according to its current situation and characteristics .
    To take people as the basis. To strengthen claim management by training person for claim management, establishing good organization structure and encouraging regime.
    To establish claim management organ and claim matrix to standard documents and archives and establish claim management information system in order to control the claim process and improve the claim management level.
