甘肃省人民医院发展战略研究

摘要
随着我国医疗体制改革的不断深入，医疗服务具有市场的性质已是不争的事实，医疗市场的竞争在进一步加剧。医院必须树立经营理念，转变管理模式，彻底出计划经济下的管理型向市场经济时期的经营管理型转变。
甘肃省人民医院是甘肃省政府所属惟一一家国家三级甲等综合性医院，是甘肃省龙头医院。对甘肃省人民医院发展战略进行深入研究，并提出一些可行的思路，是笔者撰写此文所要达到的目的。
本文论述了研究甘肃省人民医院发展战略的现实意义。针对甘肃省人民医院的发展现状，分析了医院的外部环境和内部环境，通过对医院的优势、劣势、机会、威胁分析，建立甘肃省人民医院发展战略SWOT矩阵。运用定量战略计划矩阵，构建甘肃省人民医院最佳发展战略方案，即“加快对医院优势学科的建设，实现跨越式发展”。提出了实现医院发展战略的具体措施：积极打造医院文化基石，强化“人民医院为人民”的服务宗旨，坚持社会公益性第一的原则，发挥医院公共职能；引进管理新理念，不断夯实医院基础管理；坚持人才强院方针，加强人才队伍建设；通过医疗创新，提升诊疗水平和诊治能力；构筑学科基地，创建知名学科，实施特色经营和品牌经营。
Along with the further reforming of national medical system, the competition for medical market has being more intense. It's an absolutely fact that medical service has a market character. The hospital must set up the management idea and transform management pattern from planned economy to market economy.
Gansu province people hospital (GPPH) is the only government owned III-A general hospital, which is the main hospital in Gansu province. In this paper, the author wants to take a thorough research on the development strategy of GPPH and put forward some feasible thought.
This article studies realistic senses about researching on the development strategy of GPPH. In view of the current development situation, it analyzes the hospital external and internal environment. It establishes the GPPH developmental strategy SWOT matrix, through analyzing the hospital's superiorities, inferiorities, opportunities and the threats. Using the quota strategic planning matrix, it constructs the best GPPH developmental strategy plan, which is that speeding up the hospital superiority discipline construction, achieving leap development. It put forward concrete measures: Making the hospital culture cornerstone positively, Strengthening the objects that the people's hospital to serve people. Persisting with the social public welfare firstly and displaying the hospital's public function. Introducing the new management ideas and strengthening the hospital foundation management unceasingly. Persisting the policy that talented person strong hospital and strengthening construction of the talented person troop. Promoting treating level and diagnosis ability through medical innovation. Constructing discipline base and founding well-known discipline, implementing characteristic management and brand management.
