古生物化石管理创新研究

摘要
当今,创新的观念已经被广泛接受,它已成为我们文化的一部分。随着科学技术的进步,经济全球化进程的加快,不可替资源(古生物化石)管理工作如何应对威胁与挑战,建立正确的创新机制是当前迫切需要解决的重大课题。因此,对古生物化石管理创新问题进行研究具有重大理论意义和现实意义。
     面对复杂的外部环境和内部因素,笔者作为古生物化石研究者深感责任重大,在近三年的时间里对此进行了深入的调查研究。本文综合运用了管理创新、顶端战略、可持续发展等理论和SPSS for Windows v19.0.、Amos7.0软件调查问卷统计分析法、以及AHP定性与定量相结合的决策分析法,从一个全新的研究角度,运用市场化的分析手段,通过理论与实际互动研究分析了古生物化石管理创新的内在涵义、构建途径、创新机制、绩效评价等,从而为我国古生物化石管理创新的实践提供参考与指导。
     本文在丰富和发展管理创新思想指导下,以实现古生物化石有效管理和可持续发展为突破口,提出了古生物化石管理创新的理论体系。全文主要分为三大部分。
     第一部分,古生物化石管理创新的理论探讨。探讨了与古生物化石管理创新密切相关的理论:管理创新理论、顶端战略理论和可持续发展理论等,通过对以上理论的研究,揭示出古生物化石管理必须达到经济、生态、社会综合效益持续增长和可持续发展,这是古生物化石管理重要的理论支撑;提出了古生物化石管理创新是指以生态平衡为本,在整合现有资源的基础上进行积极改革和创造顶端优势,产生并应用新的构想和新的观念,以达到提高效率和管理效益最大化的动态过程;系统地提出了古生物化石管理创新体系,指出古生物化石管理创新的主导者是政府、参与主体是古生物化石自然保护区综合体(包括地质公园和国有古生物博物馆)、依靠力量是公众;阐述了古生物化石管理创新的法制化导向、创造顶端优势的市场导向和科学发展导向,指出了多级管理各自为政问题较多和保护与发展矛盾越来越突出等主要影响因素。
     第二部分,古生物化石管理创新机制部分。主要系统地研究了古生物化石管理创新的动力机制(内部利益驱动机制、市场拉动机制、科技推动机制和政策激励机制)、运行机制(古生物化石自然保护区综合体机制、政府机制、市场机制和社会机制)、发展机制(自我储备机制和自我优化完善机制)和文化机制(导向机制、约束机制、凝聚机制、调适机制、激励机制)。提出古生物化石管理创新活动的动力机制真正发生实质性驱动作用的是内部动力要素;运行机制是推动实现古生物化石管理创新资源整合、优质、高效运行的基础;发展机制是指导并反映古生物化石管理创新的发展方向;文化机制是古生物化石管理创新活动持续、稳定、不断发展的保障。
     第三部分,古生物化石管理创新绩效评价。本文自主设计了古生物化石管理创新8个维度和70个题目,经过适度修正,删减了15项,构建起正式测量量表,本研究利用119份有效调查问卷搜集的数据,进行了因子分析、信度与效度分析,其实证结果表明理论模型具有良好的信度和效度,支持本研究的所有构想,客观地评价了古生物化石管理创新工作;又以辽宁古生物化石管理为实证,进行了定性与定量分析,构建了关键因素模型,确立了立法原则、管理部门设立、采掘收藏利用管理、执法原则为优先考虑的关键因素;提出了实现古生物化石管理创新的策略。
At present, the concept of the innovation has been accepted widely; it has become a part of our culture. Along with the advancing of the science and technology and the quickening of the course of economic global development, how the management works of an irreplaceable resource (pale-biotic fossil) replies the menace and challenge, the setting of correct mechanism of the innovation is a great task which is urgently needed to resolve today. So, the research on the management innovation of pale-biotic fossil has great theoretical significance and is of great immediate magnificence.
     In the face of complicated external conditions and internal factors, as a researcher of pale-biotic fossils, the writer feels deeply to have a grave responsibility, makes a thorough investigation and study in recent three years. This paper comprehensively applies the theories of the management innovation, the top strategy, the continued development and others as well as the statistical analysis of SPSS for windows v19.0.、Amos7.0software question paper, the decision analysis in combination with AHP determining and the nature and the quantity, the market analysis, from a complete new angle, analyses the internal meaning, the ways of establishing, the mechanism of the innovation, the evaluation of the result on the management innovation of pale-biotic fossil by mutual movement of the theory and the practice, thus provides the reference and guidance for the practice of the management innovation of pale-biotic fossil in our country.
     Under guiding of the thinking to enrich and develop the management innovation, this paper takes achieving the effective management and continued development of pale-biotic fossil as a breach, advances the theoretical system of the management innovation of pale-biotic fossil. The whole paper is mainly divided into three parts.
     First part, this part makes the theoretical approaching of the management innovation of pale-biotic fossil. This part approaches the theory in a direct interrelation with the management innovation of pale-biotic fossil:the theory of the management innovation, the theory of the top strategy and the theory of the continued development etc. By means of the research of above theories, this part brings to light that the management of pale-biotic fossil must achieve a continuous increase and continued development of the comprehensive benefit of the economy, ecology and society, this is a important theoretical support in the management of pale-biotic fossil; points out that the management innovation of pale-biotic fossil takes ecologic equilibrium as the foundation, actively reforms and creates the top superiority on the basis of consolidation of existing resources, comes into bring a new plot and a new idea, so that achieves a dynamic process to raise the efficiency and maximum management benefit; systematically advances the system of the management innovation of pale-biotic fossil, points out that the leader of the management innovation of pale-biotic fossil is the government, the main body to participate in is the comprehensive body of protected natural area of pale-biotic fossil (including geological park and the state pale-biotic fossil museum), the support force is the public; expounds the guide of legal system of the management innovation of pale-biotic fossil, the guide of market to create the top superiority and the guide of scientific development of the management innovation of pale-biotic fossil, points out main problems on more problems in the administration at many levels that each does things in its own way, on clearer development contradiction etc.
     Second part, this part studies the mechanism of the management innovation of pale-biotic fossil. This part mainly systematically researches the dynamic mechanism of the management innovation of pale-biotic fossil (the driving mechanism of internal interest, the pulling mechanism of the market, the advancing mechanism by the science and technology and the encouraging mechanism by the policy), the operating mechanism of one (the mechanism of the comprehensive body of protected natural area of pale-biotic fossil, government mechanism, market mechanism and social mechanism), the development mechanism of one (self-reserving mechanism, self-optimizing and self-perfecting mechanism) and cultural mechanism (the guiding mechanism, binding mechanism, condensing mechanism, adjusting mechanism, encouraging mechanism). This paper points the factor which makes the dynamic mechanism of the activity of the management innovation of pale-biotic fossil produce a substantive driving effect is the internal dynamic essential factor, the operating mechanism is the foundation to propel the achieving of the consolidation of the management innovation of pale-biotic fossil resources, high-quality and high-efficiency operation; the development mechanism is to guide and reflect the development direction of the management innovation of pale-biotic fossil; the cultural mechanism is the guarantee to ensure continued, stable and continuous development of the activity of the management innovation of pale-biotic fossil.
     Third part, the evaluation of the result on the management innovation of pale-biotic fossil:this part has designed on our own8dimensions and70subjects of the management innovation of pale-biotic fossil, and then cut out15items by appropriate revision, make up a official measurement table, this research uses119data of effective investigation papers, makes the analysis of the factors, the analysis of the trueness and effectiveness, the results of practical examination indicate that the theoretical model has a good trueness and effectiveness, supports all plots of this research, objectively evaluates the work of the management innovation of pale-biotic fossil; take the management of Liaoning pale-biotic fossil as practical evidence, has made qualitative analysis and quantitative analysis, established the model of key factors, set up the legislative principle, the principles of the management and the enforcing the law of the administration department for setting, excavating, collecting and using the pale-biotic fossils as the key factors to take precedence over all others; has advanced the policy to achieve the management innovation of pale-biotic fossil.
