河南省高等教育发展战略研究

摘要
教育在我国现代化建设中具有先导性全局性作用,科教兴国战略的实施对我国全面建设小康社会有着重要意义。河南省是我国的人口大省和教育大省,在我国“促进中原地区崛起”战略中有着重要位置,因此,分析和研究河南省高等教育发展战略具有积极意义。
本课题以高等教育理论作为理论基础,充分借鉴前人的研究成果,结合河南省高等教育的发展实际,并在认真总结成就经验的基础上,从深层次分析了目前河南省高等教育发展中的主要矛盾和突出问题以及面临的机遇和挑战,确立了新阶段河南省高等教育发展的目标,并依据河南省经济及社会的发展特点,构建了高层次突破战略、地方特色品牌战略和社会需求导向战略等战略选择,努力发挥现代远程教育的积极作用,创建河南省本科教育亮点,推动高职高专教育快速发展,打造一流的高水平大学。同时,本课题对河南省高等教育发展中的瓶颈问题如新校区建设、资金筹措、人才问题等作了深入分析,提出了切实搞好河南省高校新校区建设的高起点规划与低成本运作、拓宽办学资金渠道、强力推进“人才兴校”与“人才强校”工程等增强河南省高校核心竞争力的对策建议。
Education plays a fundamental and comprehensive influence on the modernization of our country, and the implementation of science and education strategy holds vital significance to the all-round construction of a well-off society. Henan Province is one of the biggest provinces in our country and education is hence a great issue, which is also very important in the campaign of Central China Rise. Therefore, it’s of a positive significance to study the strategy of high education development in Henan Province.
Through many years of investigation and study in the high education of Henan Province, the author analyzes the opportunities and the challenges which Henan Province faces in high education area .Based on this analysis, the author puts forward these proposals: to implement the strategy of high-level breakthrough by erecting first-class local universities; emphasize local characteristics and increase the quality of undergraduate education; implement the society-oriented strategy and accelerate the development of training schools .Considering those obstacles to the high education development of Henna, such as new campus construction, fund raising, human resources and so on, the author gives some proposals like: to regulate new campus construction; broaden fund-raising channels; strengthen the core competency of universities by implementing more preferential policy in talent recruiting.
