建立以战略为导向的人力资源3P模式——河南省中小企业的改革之道

摘要
随着市场经济的不断发展和完善,河南省中小企业正在快速发展,但是这种迅猛的发展同时为企业的人力资源管理带来了越来越巨大的挑战,即落后的人力资源管理方式已经成为制约河南省中小企业进一步发展的瓶颈。河南省中小企业大都还处于传统的人事管理阶段,管理手段落后,缺乏规范化的管理和有效的激励制度,难以充分发挥员工的积极性和创造性。河南省中小企业要想持续健康地发展,必须进行改革,改革的焦点在于人力资源管理。突破传统的人事管理,建立以战略为导向的人力资源3P模式,是河南省中小企业的改革之道。
     以战略为导向的人力资源3P模式,是在企业发展战略的基础上,以岗位管理(Position)为起点,绩效管理(Performance)为中心,薪酬管理(Pavments)为结果的一种现代人力资源管理模式。通过三个核心环节的紧密联系和运转,带动人力资源管理体系与企业同步运转,通过对这些规范化技术的运用,可以将企业的目标和愿景传达给企业的每一个员工,充分发挥员工的积极性和创造性,实现员工与企业的共同成长和发展。
     本文结合河南省中小企业的实际情况,抓住了河南省中小企业的共同特点,分析并阐述了如何建立以战略为导向的人力资源3P模式。全文共分六章,第一章介绍了本文的研究背景和意义,并对以战略为导向的人力资源3P模式提出的理由及其内涵进行了概述;第二章对人力资源管理发展演变三阶段进行了介绍,并对传统的人事管理与现代人力资源管理进行区别,从而初步了解人力资源管理3P模式的发展背景;第三章研究了美国、日本中小企业人力资源管理中对3P模式的运用以及对我国中小企业的启示;第四章通过对河南省中小企业人力资源管理方面所存在问题的分析,说明建立以战略为导向的人力资源3P模式是解决我省中小企业人力资源管理问题的必要措施;第五章从岗位管理、绩效管理和薪酬管理三个方面阐述了建立以战略为导向的人力资源3P模式的基本思路;第六章阐述了河南省中小企业建立以战略为导向的人力资源3P模式内外部环境的完善措施。
     本文的创新之处首先在于运用定性分析和实证分析相结合的方法来说明如何在河南省中小企业中建立以战略为导向的人力资源3P模式;其次本文从系统的、动态的、联系的视角,从企业整体经营战略的视角来审视中小企业的人力资源管理,为河南省中小企业的人力资源管理提供了一套新思路,找到了真正适合于河南省中小企业的人力资源管理模式—以战略为导向的人力资源3P模式,对推动河南省中小企业快速健康发展具有重要的价值和意义。
With the continuous development and maturity of market economy, the small and medium-sized enterprises of Henan are developing quickly, but the fast development bring moer and more huge challenge to the enterprises which is that the outdated HRM methods has hindered the more development of the small and medium-sized enterprises of Henan seriously. The small and medium-sized enterprises of Henan are still in. the traditional personal management stage whose management means is backward. They are lack of standardizational management and effective prompting system, so that they can't exert the enthusiasm and creativity of the employee. If they want to get continued development ,they must reform whose focus is HRM. Breaking the traditional personal management and establishing the 3-P mode regarded by strategy are the reformed road of the small and medium-sized enterprises of Henan.
    The 3-P mode regarded by strategy is a modern human resource management mode, which is based on the enterprise's strategies, with the position management for point of departure, the performance management for center, the payments management for result. The close contact and operation of three central links arouse that the human resource management system revolves consistently with the enterprise's strategies. These normal techniques convey the enterprise's target and vision to every employee and realize the common growing and development of the enterprise and employee.
    According to the actual circumstance of Henan and holding the common characteristics of the small and medium-sized enterprises, this text analyses and expatiates how to establish the 3-P mode regarded by strategy. The full text is divided into totally six chapters. The first chapter introduces the background and significance of the text and summarizes the reasons and meaning of the 3-P mode regarded by strategy. The second chapter introduces the three developed stages of human resource management and distinguishes the differences between the traditional personal management and modern human resource management so that we can understanding the background of the 3-P mode development. The third chapter researches the 3-P mode application in the American and Japanese small and medium-sized enterprises, and the enlightenment to the small and medium -sized enterprises of our country. The fourth chapter elucidates that establishing the 3-P mode regarded by strategy is the necessary measure to resolve the problems ex
    isted in the small and medium-sized enterprises of Henan through the analysis to these problems. From three aspects of position
    
    
    
    management, performance management and payments management, the fifth chapter expatiates the basic methods to establish the 3-P mode regarded by strategy. The last chapter expatiates the measures perfecting the internal and exterior environment of the Henan's small and medium-sized enterprises which should establish the 3-P mode regarded by strategy.
    The first textual creative place is that we exert the qualitative analysis way and the demonstrate analysis way to explain how to establish the 3-P mode regarded by strategy in the small and medium-sized enterprises of Henan.. Secondly, the text scans the HRM of the small and medium-sized enterprise from the systematic, dynamic and relational aspect and the management strategic aspect. The text offers a new thought for the small and medium-sized enterprises of Henan and finds out the HRM mode suited to the small and medium-sized enterprises of Henan really-the 3-P mode regarded by strategy, which are worthy and meaningful to promote the small and medium-sized enterprises of Henan development fast and healthily.
